(17) Finance <br />Annual appropriations Limit, RESOLUTION NO. R-112-91. <br />(18) Personnel <br />Adopt Job Description and approve Salary for Energy <br />Services Specialist, RESOLUTION NO. R-113-91. <br />(19) Personnel <br />Adopt new Job Description for the positions of Fire <br />Captain and Fire Division Chief. (Removed from the Consent <br />Calendar.) <br />Moved by Councilman Lofy, seconded by Councilman Rehrer, to approve <br />the Consent Calendar, with correction to Item No. 9 and deletion <br />of Item Nos. 15, 16 and 19. Unanimous vote. <br />PUBLIC HEARINGS: <br />Annexation <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Community Development Director Aguilera advised the Local Agency <br />Formation Commission, at their meeting of October 30, 1991, approved <br />the annexation of Peppertree Lane, an area encompassing 0.23 acres <br />in Reche Canyon, to the City of Colton. In accordance with the <br />Cortese Knox Local Reorganization Act, the City is now required to <br />conduct further proceedings to complete the annexation. <br />Mr. Aguilera stated Resolution No. R-114-91 describes the annexa- <br />tion and its boundaries and outlines conditions from LAFCO, the <br />use of assessment rolls and the assumption of contractual or bonded <br />indebtedness obligations of the City. Staff recommends adoption of <br />this Resolution to complete the annexation of Peppertree Lane. <br />Mayor Gonzales asked if anyone present desired to speak on this <br />matter. <br />Mr. Larry Johnson, 11930 Reche Canyon Road, Colton, stated he has been <br />involved in this matter for several months, advising this road is ap- <br />proximately 18 feet wide, and the City code for street standards is <br />28 feet wide, which would be less than half of the width. Mr. Johnson <br />asked why this is being annexed as a street, and why has this not been <br />addressed. <br />Moved by Councilman Rehrer, seconded by Councilman Lofy, to close the <br />Public Hearing.
