Mayor Gonzales invites public comment. <br />Mr. Steve Berry from BFI Waste Systems, 315 W. Gilman Street, <br />Banning, California, requested that if one franchise hauler is to be <br />selected, that it be by way of a fair and competitive bid. <br />Motion by Councilman Roman, seconded by Councilman Lofy, to waive Full <br />Reading and pass Second Reading of ORDINANCE NO. 0-19-91 and ORDINANCE <br />NO. 0-20-91. Unanimous vote. <br />ORDINANCE NO. 0-19-91 - AN ORDINANCE OF THE CITY COUNCIL OF THE <br />(Second Reading) CITY OF COLTON RESTRICTING EXPANSION OF <br />REFUSE COLLECTION SERVICES WITHIN THE CITY <br />ORDINANCE NO. 0-20-91 - AN ORDINANCE OF THE CITY COUNCIL OF THE <br />(Second Reading) CITY OF COLTON AMENDING THE COLTON MUNICIPAL <br />CODE RELATING TO SOLID WASTE COLLECTION AND <br />BUSINESS LICENSES <br />ORAL COMMUNICATIONS: <br />Parks and Recreation <br />Mr. Jesse Valdivia, Jr., 951 Illinois, Colton, presented a brown bag <br />containing "junk" found in the park. Mr. Valdivia inquired about <br />safety features in Colton. When he goes to the park, he finds that <br />it is "filthy." He pointed out the need for a signal light on <br />Mt. Vernon, between the park and the Hour Glass and Mirror shop. <br />Mr. Valdivia asked that the traffic safety study be placed on the <br />agenda. <br />City Manager Stratton related that in August there was a call for <br />traffic studies in a number of areas in the city and she does not <br />know when the studies will be concluded. Upon receipt of the <br />report from the hired consultant as to proposed traffic improvements, <br />Mrs. Stratton offered to make the information available. <br />Billboard Permits <br />Mr. "Rocky" Fredrickson, 2851 South La Cadena Drive, Colton, expressed <br />his frustration in finding that billboard permits are still being <br />issued which he expects will be located along the freeway in Colton. <br />He felt that the citizenry suffered the billboards and the blight <br />and yet received no money. <br />Councilman Districts <br />Mr. George Fulp, 390 Cindy Lane, stated that the Councilmanic <br />district election should be "by" district, representing Colton. <br />9 DEC 3 ""'Irf <br />
