Mayor Gonzales asked if anyone present desired to speak on this <br />matter. <br />Mr. Keith Stevenst 8820 Sunset, Los Angeles, representative of <br />Regency Outdoor, referred to plat DS -34-91 and described the proposed <br />billboard as a free-standing pole sign which does not touch any power <br />lines. The sign is like the one for Plaza Las Glorias. He related <br />there are four Colton advertisers: K -Mart, Red Robin, American <br />R. V. Expo and L. J. Snow, with a waiting list, pending approval. <br />Mr. Stevens stated Regency Advertising was not given fair <br />consideration in view of the situation with Adams. He concluded <br />that Regency Outdoor was committed to helping the City grow and <br />urged the approval of their request. <br />Mr. Brian Kennedy, owner of Regency Outdoor, 8820 Sunset Blvd., <br />Los Angeles, related the company is attempting to do business in <br />in Colton and that it has been difficult to get to this point. He <br />noted the company has been trying to seek out business from the <br />City for the City. He stated it would be a privilege to work with <br />the City and requested approval. <br />Motion by Councilman Lofy, seconded by Councilman Rehrer, to close <br />the Public Hearing. unanimous vote. <br />Motion by Councilman Lofy, seconded by Councilman Rehrer, to deny <br />Regency Outdoor's Appeal of Conditional Use Permit, Major Variance <br />Placement of Two Billboards along the 1-215 Freeway. Unanimous vote. <br />CORRESPONDENCE: <br />Superior Court Appeal <br />Mayor Gonzales indicated that there was a written request from the <br />Committee on Behalf of Rancho Mediterannia Mobile Park Residents to <br />address their concern on the judgment rendered on November 19, 1991, <br />by Judge Duane Lloyd on litigation between Rancho Mediterrania vs. <br />City of Colton, Rent Reivew Commission, and Committee on Behalf of <br />the Residents which granted the mobile home park owners a rent <br />increase of $175 per month per space retroactively to February 1. <br />1991, requiring homeowners to pay a lump sum of $1,925.00 plus an <br />additional $175 per month. <br />Mr. William Kalogonis, Chairperson, Kathy Hartman, Pearl Farnsworth, <br />Christie Anne Sheppeard, Kathy Kalogonis, Tom Basham, Lois Taylor <br />and Beth Chiaparra, all residents at 700 East Washington, Colton, <br />petitioned the City Council to join the appeal and to direct the <br />City Attorney to collaborate with their attorney for the following <br />reasons: Mobile home park owners are using the ordinance, designed <br />to protect residents, to their advantage; mediation process was not <br />properly noticed, no formal hearing designated and no sworn testimony <br />taken; long-term leases are being coerced with threat of repeated <br />litigation; request financial accountability for any rent increase <br />4 <br />DEC 1 7 1.991 <br />
