of Air Quality Elements by counties and cities in the South Coast <br />Region has been mandated through the efforts of the South Coast <br />Air Quality Management District and Southern California Association <br />of Governments to comply with Federal and State regulations to <br />improve air quality in the county and in the region. <br />The proposed Air Quality Element document contains goals, <br />policies and programs that outline regional coordination procedures, <br />measures that minimize the amount of pollutants and particulate <br />emmissions from ground and air transportation, and programs to <br />reduce through reduction of energy consumption. many programs are <br />in place through implementation of the City's Transportation Demand <br />Management Program, administered by the Planning Division. <br />Mr. Aguilera emphasized that adoption of the element will only create <br />positive impacts in the City. He noted that the Environmental Impact <br />Report has been reviewed and accepted by the San Bernardino County <br />Board of Supervisors at a meeting held in August, 1991. Also, the <br />Planning Commission held a public hearing on November 12, 1991 to <br />review the contents of the Element and Environmental Impact Report. <br />Planning Commission joins staff recommendation for adoption of <br />the Air Quality Element. <br />Mayor Gonzales asked if anyone present desired to speak on this <br />matter. <br />Moved by Councilman Rehrer, seconded by Councilman Lofy, to close <br />the Public Hearing. Unanimous vote. <br />Moved by Councilman Lofy, seconded by Councilman Rehrer, to adopt <br />the Air Quality Element. Unanimous vote. <br />Appeal <br />Community Development Director Aguilera informed that on <br />November 12, 1991, a public hearing was held by the Planning <br />Commission to consider a request by Regency Outdoor for the placement <br />of two billboards along the 1-215 Freeway, on the American R. V. Expo <br />Site on Santo Antonio Drive. <br />Staff recommended denial on the basis that approval had been granted <br />to Adams Advertising for six billboards on private property along <br />1-215 freeway and placement of two additional billboards would <br />proliferate the area. <br />Further, additional billboards to the existing on-site freeway pole <br />sign advertising the R. V. facility would saturate this section of the <br />1-215 freeway. Finally, the cities of San Bernardino and Grand <br />Terrace have sent letters urging the City of Colton not to proliferate <br />the environment with billboards.
