Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to approve <br />the Consent Calendar with the exception of Item 15. Unanimous vote. <br />MAYOR AND COUNCIL ITEMS: <br />Proclamations <br />Mayor Gonzales read in full a Proclamation for the Arrowhead United <br />Way Centennial, 1891-1991. The Proclamation was received by <br />Mr. Richard Fisher who thanked the Council and employees for the many <br />years of support. <br />Commendations <br />The Mayor, City Council and Police Department honored Police Corporal <br />John Underhill for his dedication and willingness to risk his personal <br />well-being in order to protect and serve the citizens of Colton. <br />Corporal Underhill was awarded the Colton Police Department Medal of <br />Honor by Police Chief Stratton. <br />PUBLIC HEARINGS: <br />Unreinforced Masonry Bldgs. <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Community Development Director Aguilera reported SB 547 passed in 1986, <br />requiring local governments to prepare a seismic hazard building <br />survey and adoption of a seismic hazard mitigation program. Director <br />Aguilera stated the Community Development Department coordinated the <br />preparation of the survey and seismic hazard mitigation report. The <br />owners of the unreinforced buildings were notified and a meeting was <br />set up to discuss the retrofitting. At the meeting all owners requested <br />the City impose minimum requirements for the retrofitting, which involves <br />the application of anchor bolts. Mr. Aguilera stated 22 structures <br />were indentified in the survey and they are a potential hazard in the <br />case of an earthquake that could lead to the loss of life and the <br />destruction of property. <br />Director Aguilera stated staff recommends partial retrofitting through <br />anchor bolts to hold the unreinforced masonry buildings. Director <br />Aguilera outlined three alternatives and recommended Alternative 1. <br />for approval as follows: <br />1. Any certificate of occupancy application for the occupancy of <br />space in an unreinforced masonry building (URM) shall be <br />required to reinforce the building prior to the issuance of <br />the certificate. <br />
