2. Any building permit application on an unreinforced masonry <br />building shall be required to reinforce the building prior <br />to the issuance of the permit. <br />3. All other unreinforced masonry buildings shall be required <br />to be reinforced within five (5) years from the date of <br />adoption of the program. <br />Director Aguilera stated the City will not incur financial impact. <br />There will be an impact to the owners of the unreinforced masonry <br />buildings; however, if the City does not impose requirements for <br />retrofitting, there is a potential loss to the City in terms of <br />successful lawsuits against the City. <br />Speaking against Alternative 1 were: <br />Mr. Tod McDonald, Taco Tia Warehouse, Inc. <br />Mr. James Ott, Property Owner. <br />Pastor Stephen Anderson, Healing Water Church. <br />Mr. McDonald requested exemption of Warehouses and/or Alternative 2. <br />Mr. McDonald requested delay in Council action for 30 days. <br />Mr. James Ott stated he was speaking on behalf of a number of owners <br />who either are unable to speak on this issue because of language or <br />cannot be here. Mr. Ott asked for clarification on Appendix A to <br />Ordinance No. 0-2-91 and requested 30 days for owners to have time <br />to adequately review the proposal. <br />Pastor Anderson supported looking into the matter further and/or <br />Alternate 2. <br />Director Aguilera responded to the issues raised by Mr. McDonald <br />with regard to warehouses, stating Taco Tia Warehouse has several <br />employees working in the warehouse and its close proximaty to an <br />active fault puts it in a high level of potential of loss of life. <br />Mr. Aguilera stated with regards to Alternate 2 vs 1, the difference <br />is in the requirement for reinforcement being 5 years for Alternate <br />1 and 10 years for Alternate 2, from the date the program is adopted. <br />Mayor Gonzales asked if low interest loans through RDA would be a <br />possibility. <br />Director Aguilera responded yes, since some buildings are located within <br />a Redevelopment Project. Mr. Aguilera said in the future, CDBG funds <br />could also be made available. <br />Moved by Councilman Rehrer, seconded by Councilman Roman to close the <br />public hearing. Unanimous vote. <br />On Council concensus Director Aguilera was directed to hold another <br />informational meeting with the property owners and thereafter, return <br />the matter for Council consideration. <br />4 F E B 5 1991 <br />
