Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Community Development Director Aguilera reported on the Priority List <br />for the 1991-92 Community Development Block Grant Projects per the <br />Cooperating Cities Agreement with San Bernardino County. Mr. Aguilera <br />advised Colton has been allocated approximately $180,000 in CDBG Funds, <br />which will be allocated as follows: <br />1. Street Improvements (curb, gutter and sidewalk) in Census Tract <br />69, South Colton - $87,000 <br />2. Graffiti Eradication Program - $30,000 <br />3. Senior Outreach Program - $20,000 <br />4. Youth Intervention Program - $25,000 <br />5. Contingency Fund (10% of total allocation must be withheld for con- <br />tingencies) - $18,000 <br />Mr. Aguilera concluded if Council concurs with allocations for the <br />Priority List of 1991-92 Community Development Block Grant Funds <br />Projects, adoption of Resolution No. R-6-91 would be in order. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Moved by Councilwoman Cisneros, seconded by Councilman Roman, to close <br />the Public Hearing. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Roman, to adopt <br />Resolution No. R-6-91. Unanimous vote. <br />RESOLUTION NO. R-6-91 <br />- A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON, PRIORITIZING THE TYPES OF PROJECTS <br />TO BE FUNDED BY COMMUNITY DEVELOPMENT BLOCK <br />GRANT FUNDS FOR FISCAL YEAR 1991-92. <br />COMMUNITY DEVELOPMENT DIRECTOR"S REPORTS AND RECOMMENDATIONS: <br />Reche Canyon Specific Plan <br />Community Development Director Aguilera advised the Planning Commission <br />again reviewed the Reche Canyon Specific Plan, as requested by the City <br />Council, in particular with the recommendations concerning the commer- <br />cial development in the Canyon, and the Commission has recommended that <br />the commercial zoning remain as originally designated. Mr. Aguilera <br />said there were also 25 conditions of approval, which he read. Mr. <br />Aguilera stated part of the Commissions' recommendations included mov- <br />ing the Cooley House into Reche Canyon and utilizing the structure as <br />both commercial and residential, with the proposed commercial center. <br />Mr. Aguilera advised the developer of the commercial center has agreed <br />3 JAN 1 5 1991 <br />
