to dedicate 2 acres to be used as a park site, fronting on Prado Lane, <br />and the Trail Riders Association of Reche Canyon has also offered to <br />dedicate 2 acres for a park site, for a total of 4 acres of park land, <br />which could be developed, maintained and paid by a community facilities <br />district. <br />Mr. Aguilera continued the Kencor Corporation property would be excluded <br />from the Specific Plan, however, the Relco property would be included <br />in the Specific Plan, per the opinion of Legal Counsel. <br />Mr. Aguilera concluded the recommendation would then be to approve the <br />Specific Plan as originally submitted, with the 25 conditions as out- <br />lined #' exclude the Kencor Corporation property and include the Relco <br />property, and pass First Reading of Ordinance No. 0-18-90 and the EIR. <br />Pastor Peter A. Michas, 3015 Shadid Drive, Colton, asked that those <br />residents desiring to speak on the Reche Canyon Specific Plan issue <br />do so in a respectful and courteous manner. <br />Speaking in opposition to the commercial zoning and commercial develop- <br />ment in the Canyon, because it was not warranted and it would add to an <br />already congested traffic situation, were: <br />Mr. Robert Sparks, 3029 Prado Lane, Colton <br />Mr. Mark Williams, 3011 Shadid Drive, Colton <br />Mr. Louis Behrends, 12640 Reche Canyon Road, Colton <br />Mr. Andy Gunn, 3017 Shadid Drive, Colton <br />Mrs. Alicia Jackson, 3030 Canyon Vista Drive, Colton - who read a state- <br />ment in full on behalf of residents of Emerald Point Townhomes. <br />speaking in favor of the commercial center and commercial development <br />in the Canyon were: <br />Mr. Gary Jackson, 1355 Running Creek Drive, Upland - the developer of the <br />proposed commercial center. <br />Mrs. Geri Farris, 7841 Reche Canyon Road, Colton <br />Mrs. Tricia Ruminski, 3012 Shadid Drive, Colton <br />Mayor Gonzales referred to a letter from Matthew M. and Victoria A. <br />Peunic, Jr., opposing commercial development in the Canyon. <br />City Clerk Ramos stated a petition has been submitted! containing 35 <br />pages with approximately 11 names per page, opposing the commercial <br />zoning and development in Reche Canyon. <br />Mr. Eugene P. McMeans, 2025 South Glenwood Drive, asked if the minimum <br />half -acre lots will be retained, and if an EIR on the Kencor property <br />will be done. <br />Mr. Aguilera replied the half -acre minimum lots have been retained, and <br />an EIR has been done. <br />4 <br />1,99 t <br />
