MAYOR AND COUNCIL ITEMS: <br />Boards & Commissions <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, ratifying <br />reappointment of Hilda Garcia and Donald McIntosh to the Library Board <br />of Trustees. Unanimous vote. <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 0-10-91 <br />Community Development Director Aguilera stated the City Council may <br />wish to approve Second Reading of the Mobile Source Air Pollution Re- <br />duction Ordinance so that Staff may include the funds in the 1991-92 <br />budget process instead of approving a budget now and then amending it <br />later to include $26,000. <br />Mr. Aguilera continued if this Ordinance is not adopted, the City will <br />lose the $26,000 income, and the State would still expect the City to <br />comply with the mandates of the Ordinance. The effect would be to use <br />General Fund monies to fund a State -mandated program. Mr. Aguilera <br />advised the program has already been funded this year in the amount of <br />approximately $26,000, and a similar amount will be required next fiscal <br />year. <br />Mr. Aguilera concluded Staff recommends passing Second Reading and <br />adoption of Ordinance No. 0-10-91. <br />Moved by Councilman Lofy, seconded by Councilman Roman, to pass Second <br />Reading and adopt ORDINANCE NO. 0-10-91. Unanimous vote. <br />ORDINANCE NO. 0-10-91 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />(Second Reading) OF COLTON - MOBILE SOURCE AIR POLLUTION RE- <br />DUCTION. <br />Lease Agreement <br />Community Development Director Aguilera reported during a public hear - <br />held April 9, 1991, the Planning Commission approved File No. DCV -7-91, <br />Conditional Use Permit for Adams Sign Company. The approval was granted <br />for the construction of ten freeway signs. Mr. Aguilera advised if the <br />City Council allows the signs to be built on City property, the lease <br />of said property will yield to the City an annual income of $160,000, <br />which would result in a 3.2 Million Dollar revenue over a 20 -year lease <br />period. Mr. Aguilera stated it is proposed that the signs be placed on <br />City property on parcels located among the right-of-way areas which are <br />adjacent to the freeways. Each parcel will be approximately 8 feet by <br />55 feet. <br />Mr. Aguilera continued the proposed Lease Agreement with Adams Sign <br />Company has been reviewed by our City Attorney, and provides for the <br />conditions of approval set by the Planning Commission.
