negotiating a different lease agreement with Adams Sign Company, how- <br />ever, the amounts indicated are standard for the industry as evidenced <br />by a sample agreement with the railroad attached. <br />Mr. Aguilera advised the cost to the City in services, utilities, or <br />administration is zero, yet the income will be at least the amount of <br />the lease as stated and, if the City rents the two sign faces it will <br />own, the total yearly income could be $220,000. If, however, the City <br />should decide to not enter into a lease agreement, there would be no <br />income to the City. <br />Mr. Aguilera advised the Planning Commission has issued a Negative <br />Declaration for the project, and the Commission has also created a <br />condition of approval which would not allow any trees to be cut or <br />trimmed in favor of any sign. <br />Mr. Aguilera concluded the Planning Commission has recommended the City <br />Manager be authorized to execute the Lease Agreement with Adams Sign <br />Company on behalf of the City. <br />Mr. Fred Cordova, 190 West "E" Street, Colton, spoke in favor of the <br />proposed billboard signs, stating the Council should keep in mind what <br />is good for the City and not what is good politics. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to deny <br />File No. DCV -7-91 and Lease Agreement with Adams Sign Company. Upon <br />Roll Call, the Vote was: AYES: Cisneros, Rehrer, Lofy; NOES: Roman, <br />Gonzales; ABSENT: None. Motion carried. <br />Councilman Roman stated he knew that other people would be interested <br />in this issue and could this be referred back to Staff for review and <br />report for future proposals. <br />Councilwoman Cisneros stated she would be opposed to that also, as she <br />does not feel the City of Colton needs these billboard signs. Mrs. <br />Cisneros said the City is doing a great job of removing graffiti from <br />our community and to add billboard signs would give our City a blighted <br />appearance. Mrs. Cisneros said we have limited other businesses in our <br />City as to signs, and our side of the I-10 freeway looks the nicest be- <br />cause it is not littered with signs and billboards. <br />Councilman Lofy stated he was in agreement with the comments made by <br />Councilwoman Cisneros and would also be opposed to referring this back <br />to Staff. <br />Mayor Gonzales and Councilmen Roman and Rehrer were in agreement that <br />this issue be referred back to Staff for additional study and report. <br />Councilman Roman said the reason he would like to see this done is be- <br />cause with WalMart coming in, the City gave them $3 Million and their <br />income to the City is going to be approximately $97,000 per year tax <br />base. The City gave K -Mart $2 Million and their tax base will be ap- <br />proximately $80,000 per year. Mr. Roman stated we are looking at not <br />only approximately $160,000 per year proposed, but we are also looking <br />3 <br />Jut % �9 <br />
