Mr. Zamora stated the City Council can approve the recommendation that <br />the State expand Colton's portion of the Enterprise Zone, thereby using <br />up a portion of its one-time 15% expansion allotment; or, the City Council <br />can deny the expansion request and not proceed with Enterprise Zone ex- <br />pansion at this time. A Negative Declaration has been issued. <br />Mr. Zamora concluded the proposed immediate running repair locomotive <br />facility is a viable project, offering immediate job creation and an <br />improved tax base; therefore, Staff would recommend adoption of Reso- <br />lution No. R-67-91, expanding the Agua Mansa Enterprise Zone to in- <br />clude the boundaries of the project site. <br />Moved by Mayor Gonzales, seconded by Councilman Lofy, to approve Staff's <br />recommendation and adopt RESOLUTION NO. R-67-91. Unanimous vote. <br />RESOLUTION NO. R-67-91 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON EXPANDING THE AGUA MANSA ENTERPRISE <br />ZONE. <br />Wastewater System Master Plan <br />City Manager Stratton advised in 1988, the City of Colton adopted a <br />Wastewater System Master Plan for the City and its Sphere of Influence. <br />Since that time, a revision to the City of Rialto's Sphere of Influence <br />has substantially reduced the area which might potentially be served by <br />Colton. It is, therefore, necessary to amend the current Wastewater <br />Master Plan to reflect a System alternative which will meet a reduced <br />service area. <br />Mrs. Stratton continued the City may adopt revisions to the Master Plan <br />whenever appropriate circumstances exist. It is possible to delay <br />adoption of revisions, however, until specific development is imminent. <br />Mrs. Stratton stated the cost for the proposed alternate will not ex- <br />ceed the costs identified in the current Master Plan. Wastewater system <br />construction is funded by user connection fees. Prior to construction <br />of either the original system or the alternative components, the City <br />would conduct appropriate environmental review. <br />Mrs. Stratton concluded Staff recommends inclusion of revised Table 6-1 <br />and Figure 1 in the City's Wastewater System Master Plan. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to approve <br />Staff's recommendation regarding the City's Wastewater System Master <br />Plan.
