Mr. Aguilera concluded since the road has been dedicated to the City and <br />will serve as access to residences located within the City, Staff recom- <br />mends approval of Resolution No. R-66-91, initiating the proceedings <br />for LAFCO NO. 2681. <br />Mr. Larry Johnson, 11930 Reche Canyon Road, Colton, spoke in opposition <br />to the proposed annexation, stating there is no need for an additional <br />road at that location, and this matter needs to be given more considera- <br />tion. <br />Moved by Mayor Gonzales, seconded by Councilman Rehrer, to adopt Reso- <br />lution No. R-66-91. <br />Before the voting, Councilwoman Cisneros stated that City Manager <br />Stratton had some questions about this issue and was requesting it <br />be referred back to Staff. <br />Mayor Gonzales stated he would withdraw his motion. Coucilman Rehrer <br />stated he would withdraw his second. <br />Moved by Councilwoman Cisneros, seconded by Councilman Roman, to refer <br />annexation proceedings of Peppertree Lane in Reche Canyon, LAFCO NO. <br />2681, back to Staff for review. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Agua Mansa Enterprise Zone <br />Economic Development Director Zamora reported in 1989, AB 251 was ap- <br />proved in the State Legislature allowing existing State -designated En- <br />terprise Zones to expand zone areas by 15%. Although the 15% expansion <br />is a one-time provision by the State, the entire expansion effort does <br />not need to take place at once, but can be completed in increments over <br />the life of the Zone; however, the City cannot exceed 241.95 total <br />acres. Regulations also provide that zoning of the area be commercial <br />or industrial and that boundaries be contiguous to the existing zone <br />and continuous. <br />Mr. Zamora continued Southern Pacific Transportation Company has pro- <br />posed an intermediate running repair locomotive facility to be located <br />south of the I-10 at Sycamore Avenue. The proposed site, consisting of <br />22.42 acres, is adjacent to but not within the boundaries of the Agua <br />Mansa Enterprise Zone. It is zoned heavy industrial and is contiguous <br />to the zone boundaries. The company has formally requested, before the <br />AMIGA Executive Board, that the City of Colton consider expansion of <br />its Enterprise Zone boundaries to include proposed project areas. <br />Mr. Zamora stated the proposed project consists of a 100,000 square <br />foot structure, which will more adequately accommodate the changing <br />requirements of the Railroad's locomotive servicing operation than does <br />the existing arrangement at the plant in Los Angeles. Total investment <br />in the project is $26 Million, and construction completion is antici- <br />pated in September or October, 1992. <br />5 <br />NL 2 14% 1991 <br />
