Mayor Gonzales continued the City of Colton participated in the environ- mental review of the proposed Colton site, and concerns regarding traf- fic, utilities and public safety issues were communicated by Staff to the County. The County proposes to mitigate those concerns by participating financially in any effort to modify the I-10 Pepper on/off ramp; con- struct two traffic signals to improve traffic flow through that area of the City; donate land for the construction of a fire station and assist the City in purchasing the necessary fire equipment; and pay all appli- cable water, sewer, storm drain and traffic impact fees to assure that adequate public facilities are available to serve this area. Mayor Gonzales stated the proposed medical facility would benefit the City financially and would be of great benefit to our citizens, and that he would therefore recommend the City go on record as strongly support- ing the relocation of the County Medical Facility to the proposed Colton site. Mr. George V. Fulp, 1497 Cindee Lane, stated he felt the City Council should pull this item from the Agenda until verbal proposals from the County are submitted in writing. Mr. Fulp stated a very good piece of land is being given up and what is the City getting in return. Speaking in favor of the proposed County Medical Facility were the fol- lowing - because this facility was badly needed in our community, ad- ditional employment and jobs would be created as well as additional revenue for the City, this would create a good image for the City of Colton, it would provide services for our elderly and disabled, etc.: Dayle Robson, MD, 1043 South Santo Antonio Drive, #185 Jess Vasquez, 866 West Louise Ravi Pikle, 2830 Iowa Avenue David L. McKenna, 1355 North 9th Street Rocky Fredrickson, 2851 South La Cadena Drive Don Vigil, 888 North La Cadena Drive Rosemary Colunga, 545 West 11011 Street Ray Abril, Jr., 330 East 'IN" Street councilwoman Cisneros stated the City has no financial report in our hands, only an EIR. Mrs. Cisneros said the City departments have all stated this facility would have a negative effect on our City. Mrs. Cisneros stated she was very concerned about the effects a facility of this kind would have on our City, on City services, city funding, what will the financial impact be on our City for this medical facility, etc. Mrs. Cisneros said there are still alot of unanswered questions. Community Development Director Aguilera stated the County distributed the EIR for comments. Staff members outlined the City's concerns and the County responded. All Staffs' concerns were responded to by the County with mitigation measures. Councilman Roman stated aren't some of these items negotiable with the County before our City would go into this.
