stated all of these points that have been brought up are negotiable with <br />the County. Mr. Mays stated the City of Colton's taxable sales will in- <br />crease, and the County is willing to do their part with regard to City <br />services, utilities, traffic impacts, etc. <br />City Manager Stratton advised the County has not taken action on mitiga- <br />tion measures at this point, they have a proposal which is a Mitigation <br />Monitoring Plan. <br />After additional discussion among Councilmembers and Staff, moved by <br />Mayor Gonzales, seconded by Councilman Roman, to strongly support the <br />relocation of the County Medical Facility to the proposed Colton site. <br />Upon Roll Call, the Vote was: AYES: Two; Gonzales, Roman. NOES: Three; <br />Cisneros, Rehrer, Lofy. ABSENT: None. Motion did not carry. <br />Sales Tax <br />Mayor Gonzales reported as Council is aware, the City is involved in <br />three agreements to pass through a portion of our sales tax to the Re- <br />development Agency. Mayor Gonzales said he has been informed that <br />such agreements may be considered loans from the City to the Agency <br />and may be repaid to the City at some future date. <br />Mayor Gonzales concluded he would recommend the Council authorize Staff <br />to pursue this issue, to draft the required documents, and to return to <br />both the Council and Agency Board with a process whereby current and <br />future sales tax pass through money may be returned to the City. <br />Councilwoman Cisneros stated she would vote against this, as the Agency/ <br />Council was warned about doing this type of thing by our legal counsel. <br />The majority of Councilmembers were in agreement with Mayor Gonzales to <br />have Staff check into this and report back to the City Council. <br />Lease Agreement/Ligitation <br />City Manager Stratton requested the city council adjourn to Closed <br />Session to discuss Litigation Matters, pursuant to Government Code <br />Section 54956.9(b)(1). <br />CLOSED SESSION: <br />The City Council adjourned to Closed Session at 8:42 p. m., to discuss <br />Litigation Matters, pursuant to Government Code Section 54956.9(b)(1), <br />and reconvened at 9:14 p. m., all Members present. <br />City Manager Stratton advised that Item No. 19, reconsideration of <br />Lease Agreement with Adams Advertising, will be continued to a future <br />date. <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />4 <br />JUL 16 1991' <br />
