Recom- <br />mend denial. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to approve <br />the Consent Calendar. Unanimous vote. <br />MAYOR AND COUNCIL ITEMS: <br />Certificates of Appreciation <br />Carla Bouchard, Nutrition Program Manager with the County Department of <br />Public Health, stated she would like to recognize some of the outstand- <br />ing community leaders in Colton, who are also members of the "Eat Bueno" <br />Community Council. Ms. Bouchard gave a brief description of the many <br />services each member has accomplished, and Mayor Gonzales presented each <br />recipient with a Certificate of Appreciation. <br />Commendations <br />Police Chief Stratton presented framed Certificates of Commendation to <br />Detective Robert Glovak, who has been with the Police Department since <br />1959, for his investigative expertise and for giving invaluable assistance <br />and service during his tenure; to Officer Mark Walters, for his work with <br />the D.A.R.E. Program and with the Colton School District, and for assist- <br />ing a 6th grade student at Lincoln Elementery School who was choking. <br />Officer Walters also received a Resolution of Appreciation from the <br />Colton Joint Unified School District; and to Officer Maya Ziglar and her <br />K-9 partner, Nils, who took third place overall in K-9 Competition, <br />Redondo Beach, and for their outstanding police work in apprehending an <br />armed robbery suspect. <br />The City Council took a five minute recess. <br />Ordinance No. 0-1-91 <br />Councilman Roman stated he would like to review certain sections of <br />Ordinance No. 0-1-91, regulating the discharge of wastes into the <br />City's sewer system, as he was contemplating opening a business, and <br />also for other businessmens' information, in particular back flow <br />valve requirements and discharges into the system. <br />Public Works Director Hutton advised this Ordinance was changed to <br />accommodate State laws and requirements. Mr. Hutton referred to <br />Section 13.08.235, relating to grease trap interceptors, stating that <br />conditional waivers and special considerations can be given, depend- <br />ing on the type of restaurant. Mr. Hutton advised the backflow device <br />on water meters is a requirement of the State.
