City Attorney Edwards introduced Ordinance No. 0-3-91 for Second Read- ing, reading it as to number and title only: ORDINANCE NO. 0-3-91 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY (Second Reading) OF COLTON, AMENDING TITLE 10, SECTION 9.3, "NO PARKING" AREAS OF THE COLTON MUNICIPAL CODE AND REPEALING ORDINANCE NOS. 0-2-88 AND 0-23-88. Moved by Mayor Gonzales, seconded by Council Member Lofy, to waive full reading and adopt Ordinance No. 0-3-91. Unanimous vote. ORAL COMMUNICATIONS: Mayor Gonzales recognized Mrs. Leslie Keane Stratton, City Manager of Yucaipa, in the audience. Mr. John Longfield, 1809 Cottonwood, voiced several concerns as follows: 1. The new development of Stater Bros. and Thrifty at Barton Road. Only half of the street has been paved, there are no delineation lines and the rains have caused erosion and flooding on the lower portion of the roadway. 2. The City should consider starting a mulching program 3. The Police Department should offer a CPR class at a convenient time and charge a $15.00 fee. 4. The City should look into synchronizing the timing of the signals at "M" Street and Valley Boulevard. Recess The City Council recessed at 7:58 p.m., to take up the business of the Redevelopment Agency for the City of Colton, and reconvened at 8:00 p.m., all Members present. CLOSED SESSION: The City Council adjourned to Closed Session at 8:00 p. m., to discuss Personnel Matters, pursuant to Government Code Section 54957, and Liti- gation, pursuant to Government Code Section 54956.9(a), and reconvened at 9:12 p. m., all Members present. ADJOURNMENT: Moved by Council Member Roman, seconded by Council Member Lofy and unanimously passed, Mayor Gonzales adjourned the meeting at 9:12 p.m. HELEN A.
