City Attorney Edwards introduced Ordinance No. 0-3-91 for Second Read- <br />ing, reading it as to number and title only: <br />ORDINANCE NO. 0-3-91 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />(Second Reading) OF COLTON, AMENDING TITLE 10, SECTION <br />9.3, "NO PARKING" AREAS OF THE COLTON MUNICIPAL <br />CODE AND REPEALING ORDINANCE NOS. 0-2-88 <br />AND 0-23-88. <br />Moved by Mayor Gonzales, seconded by Council Member Lofy, to waive <br />full reading and adopt Ordinance No. 0-3-91. Unanimous vote. <br />ORAL COMMUNICATIONS: <br />Mayor Gonzales recognized Mrs. Leslie Keane Stratton, City Manager of <br />Yucaipa, in the audience. <br />Mr. John Longfield, 1809 Cottonwood, voiced several concerns as follows: <br />1. The new development of Stater Bros. and Thrifty at Barton Road. <br />Only half of the street has been paved, there are no delineation <br />lines and the rains have caused erosion and flooding on the lower <br />portion of the roadway. <br />2. The City should consider starting a mulching program <br />3. The Police Department should offer a CPR class at a convenient <br />time and charge a $15.00 fee. <br />4. The City should look into synchronizing the timing of the <br />signals at "M" Street and Valley Boulevard. <br />Recess <br />The City Council recessed at 7:58 p.m., to take up the business of the <br />Redevelopment Agency for the City of Colton, and reconvened at 8:00 p.m., <br />all Members present. <br />CLOSED SESSION: <br />The City Council adjourned to Closed Session at 8:00 p. m., to discuss <br />Personnel Matters, pursuant to Government Code Section 54957, and Liti- <br />gation, pursuant to Government Code Section 54956.9(a), and reconvened <br />at 9:12 p. m., all Members present. <br />ADJOURNMENT: <br />Moved by Council Member Roman, seconded by Council Member Lofy and <br />unanimously passed, Mayor Gonzales adjourned the meeting at 9:12 p.m. <br />HELEN A.
