Director Aguilera reported Mr. Gardland "Rocky" Fredrickson, is <br />currently an alternative Mobile Home Park renter representative, <br />and has expressed his wish to be appointed as a regular member. An <br />application for the same position has been received from <br />Mr. Howard Schaer. <br />Director Aguilera said no applications have been received for the <br />Mobile Home Park Owner Representative Alternate position. Mr. <br />Aguilera presented three appointment alternatives for Council <br />consideration, recommending number one - Appointment of Mr. <br />Fredrickson as Commissioner and Mr. Schaer as Alternate. <br />Moved by Council Member Rehrer, seconded by Council Member Cisneros <br />to appoint Mr. Fredrickson as Commissioner and Mr. Schaer as Alternate. <br />Unanimous vote. <br />CHIEF OF POLICE'S REPORTS AND RECOMMENDATIONS: <br />Animal Control Fees <br />Chief Stratton reported the department performs animal control <br />services to the public for fees that are significantly below those <br />of other local police agencies. In some cases, the Department <br />pays more to the San Bernardino City Animal Shelter than the amount <br />recovered from citizens for services rendered. Chief Stratton <br />recommended increases in dog license fees and apprehension and pick- <br />up fees. <br />Council Member Cisneros asked if the City had a program or ordinance <br />which took into consideration seniors or people who have more than <br />one dog. Do these people have to pay the same fee for each dog? <br />Chief Stratton reported this has been discussed in the past; however, <br />there is no special program. Everyone pays the same fee for each dog <br />depending on whether the dog is neutered/spayed or not. If the <br />Council wants to consider such a program, a report can be prepared. <br />Moved by Council Member Rehrer, seconded by Council Member Lofy, to <br />approve the increase in apprehension and pickup fees by Resolution <br />No. R-22-91, and not change the existing license fees for the present. <br />Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Closed Session <br />City Manager Sotelo requested a Closed Session for Personnel Matters <br />and Litigation at the end of the Meeting. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 0-3-91 <br />Second Reading <br />3 <br />MAR 1 9 1991 <br />
