Proclamation <br />Mayor Gonzales read in full a Proclamation declaring May 19, 1991, <br />Peace Day. To be mailed to Jane Yokoyama, Mayor of Santa Cruz, <br />Peace Day Project. <br />Commendations <br />Certificates of Commendation were presented to Police K-9 Officers <br />Joe Gutierrez and Bill Burrows by Police Chief Stratton. <br />Chief Statton reported that Officer Guiterrez was recognized as <br />Colton Police Departmentfs Latino Officer of the Year by the Latino <br />Police Officers Association. Officer Burrows took First Place <br />overall in the Novice Class for the 5th Annual Sierra K-9 Trials and <br />First Place overall in the Inland Valley Police K-9 Trials. <br />Award <br />Gale Drews, Electric Utility Director introduced Duane Sharp, <br />Utilities Commissioner, who presented the Colton Electric Utility <br />Energy Award to Paulo Mallari, student at Reche Canyon Elementary <br />School, for his science project "Solar Cells." <br />PUBLIC HEARINGS: <br />Urban Water Management Plan <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Water Utilities Manager Lavin reported that every five years water <br />agencies are required to submit an Urban Water Management Plan to the <br />State of California Department of Water Resources. The consulting <br />firm of Camp Dresser & McKee Inc. prepared a management plan for <br />the City. The water management plan sets water conservation goals <br />for the City. Mr. Jeffrey D. Endicott, P.E., of Camp Dresser & <br />McKee Inc., was present for any questions. <br />Manager Lavin recommended Council adopt the Urban Water Management <br />Plan and approval of RESOLUTION R-35-91. <br />Open Discussion was held. <br />Council Member Cisneros referred to the report completed by the <br />consulting engineers and inquired as to where figures were obtained <br />and are all accounts charged the same. <br />Mr. Endicott responded that figures were provided by the City's Water <br />Department Staff and commercial accounts are charged more than <br />homeowners. <br />3 <br />I MM <br />
