Community Development Director Aguilera reported that Vanir Development Co. received conditional approval of a zone change on September 13, 1988. Since that date, three extensions have been granted by the City for the zone change. The last extension of six months expiring March 13, 1991, was granted on the condition that no further extensions be allowed. The Planning Commission agreed with the City Council and recommended denial of the extension request. Based on this infor- mation, the recommendation is to deny the applicant's request for another extension. Moved by Council Member Cisneros, seconded by Council Member Roman, to close the Public Hearing. Unanimous vote. Moved by Council Member Roman, seconded by Council Member Lofy, to approve staff's recommendation, RESOLUTION NO. R-48.91. Unanimous vote. RESOLUTION NO. Establishing Fees/Community Development/Planning Deivision Mayor Gonzales declared the Public Hearing open. City Clerk Ramos submited the Affidavit of Publication and reported that no protests or objections had been received. Community Development Director Aguilera reported that a proposed expansion of fees is based on review of the current fee schedule and its lack of provision for all actual services provided, as well as, the increased overhead costs to provide all Planning Department services. Mr. Aguilera requested the City Council waive full reading and approve first reading of Ordinance No. 0-9-91. Moved by Council Member Cisneros, seconded by Council Member Lofy, to close the Public Hearing. Unanimous vote. Moved by Council Member Gonzales, seconded by Council Member Roman, to approve staff's recommendation. Motion carried.
