Community Development Director Aguilera reported that Vanir Development <br />Co. received conditional approval of a zone change on September 13, <br />1988. Since that date, three extensions have been granted by the City <br />for the zone change. The last extension of six months expiring <br />March 13, 1991, was granted on the condition that no further extensions <br />be allowed. The Planning Commission agreed with the City Council and <br />recommended denial of the extension request. Based on this infor- <br />mation, the recommendation is to deny the applicant's request for <br />another extension. <br />Moved by Council Member Cisneros, seconded by Council Member Roman, <br />to close the Public Hearing. Unanimous vote. <br />Moved by Council Member Roman, seconded by Council Member Lofy, to <br />approve staff's recommendation, RESOLUTION NO. R-48.91. Unanimous vote. <br />RESOLUTION NO. R-48-91 - A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON, TO DENYING APPEAL FILED BY <br />VANIR DEVELOPMENT COMPANY, ON FILE INDEX <br />NUMBER D-73-88. <br />Establishing Fees/Community Development/Planning Deivision <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submited the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Community Development Director Aguilera reported that a proposed <br />expansion of fees is based on review of the current fee schedule and <br />its lack of provision for all actual services provided, as well as, the <br />increased overhead costs to provide all Planning Department services. <br />Mr. Aguilera requested the City Council waive full reading and <br />approve first reading of Ordinance No. 0-9-91. <br />Moved by Council Member Cisneros, seconded by Council Member Lofy, to <br />close the Public Hearing. Unanimous vote. <br />Moved by Council Member Gonzales, seconded by Council Member Roman, to <br />approve staff's recommendation. Motion carried.
