Department, approve raises for the Police Department or grant loans <br />to the Redevelopment Agency. <br />Salary Increase for the City Manager <br />Moved by Mayor Gonzales, seconded by Council Member Roman, to approve <br />a Salary Increase for the City Manager. <br />Council Member Lofy stated the salary and different benefits afforded <br />the City Manager since he was hired and in view of this, felt <br />that an increase at this time is out of place. Council Member Lofy <br />said he is not personally satisfied with the performance of the <br />City Manager and he votes No, for a salary increase. <br />Council Member Rehrer stated that no other City Manager has had this <br />kind of salary increases and would vote No, for a Salary Increase for <br />the City Manager. <br />Council Member Cisneros concurred with what had been said thus far and <br />felt only people who perform well should be given an increase, she <br />has not been satisfied with the City Managers performance and voted <br />No, for a Salary Increase for the City Manager. <br />Mayor Gonzales commented that the benefits received by the City Manager <br />at the time of hire were by unanimous vote of the Council at that time. <br />He disagrees with the concept of a subordinate making more money than <br />their superior and feels the City Manager has done an admirable <br />job and evaluations completed by himself and Council Member Roman <br />indicate that an increase is called for. <br />Council Member Roman also felt that a chief executive should not be <br />earning less that their subordinate and also felt that the City Manager <br />was doing a good job and that an increase was in order. <br />Upon Roll Call vote: Ayes: Council Member Roman and Mayor Gonzales. <br />Noes: Council Members, Cisneros, Rehrer and Lofy. Motion did <br />not pass. <br />City Manager Sotelo stated he had received two evaluations thus far <br />regarding his work performance and requested he be given the courtesy <br />to receive the others before they are discussed in public. <br />PUBLIC HEARING: <br />Appeal <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />5 11AY 2 8 1991 <br />
