Mr. Aguilera presented Resolution No. R-109-91 to the City Council, <br />which describes the annexation and its boundaries and outlines con- <br />ditions from LAFCO, the use of assessment rolls and the assumption of <br />contractual or bonded indebtedness obligations of the City. <br />Mr. Aguilera concluded Staff recommends adoption of Resolution No. <br />R-109-91, to complete the annexation of South 44. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, the Public <br />Hearing was terminated. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to adopt <br />RESOLUTION NO. R-109-91. Unanimous vote. <br />RESOLUTION NO. R-109-91 - <br />Appeals <br />Adams Advertising <br />A RESOLUTION OF THE CITY OF COLTON CITY <br />COUNCIL APPROVING THE ANNEXATION OF TERRI- <br />TORY DESIGNATED COLTON ANNEXATION SOUTH 44 <br />TO THE CITY OF COLTON AND DETACHING SAID <br />ANNEXED AREA FROM THE BLOOMINGTON PARK AND <br />RECREATION DISTRICT. <br />Mayor Gonzales declared the Continuance of the Public Hearing. <br />City Clerk Ramos submitted the Affidavit of Posting Continuance and <br />reported that no protests or objections had been received. <br />City Manager Stratton advised the Planning Commission held a public <br />hearing on April 9, 1991, to consider a proposal from Adams Advertis- <br />ing, Inc., to locate ten billboard signs along the Interstate 10 and <br />Interstate 215 freeways. The billboards were to be located on public <br />rights-of-way owned by the City, which would be leased by Adams. The <br />Planning Commission approved the Conditional Use Permit and Variances <br />requested by Adams and granted them a 500 foot radius around each pro- <br />posed site to assure an aesthetic and appropriate placement of the <br />billboards. Not all of the area within the approved sites is public <br />land. The draft lease was also approved and forwarded to the City <br />Council for action. <br />Mrs. Stratton continued the City Council, on July 2, 1991, considered <br />the proposed lease and voted to deny Adams use of City property for bill- <br />boards. A majority of Councilmembers expressed concern about the loca- <br />tion of any additional billboards in the City of Colton, given the City's <br />membership in the County -wide Corridor Beautification Joint Powers <br />Authority. On August 1, 1991, the City Council reviewed the Planning <br />Commission's decision to grant the ten billboards, Conditional Use <br />Permits, and Variances.
