decreased. There has been concern with regard to having counselors <br />at the schools who are non -certificated or non-degreed. Mr. Gayton <br />said that Dr. Fisher, Superintendent of Schools, has recommended using <br />the money funded for Early Intervention for another DARE Officer. <br />Discussion followed on the need to have an Executive Secretary assigned <br />to the Human Services Department. There are currently two departments <br />with Administrative Secretary vacancies. City Manager Stratton stated <br />she and staff will review needs and report back. <br />Director Gayton reported on the costs of the various Special Events. <br />He asked that the Cinco de Mayo Celebration be approved and that the <br />Department be given the authority to fund and hold the events they feel <br />will best serve the community. This would be done within the approved <br />allocation. <br />Councilmember Cisneros stated she was concerned and did not understand <br />why the Council is considering anything additional to the budget. The <br />City Manager has given us the fact that we do not have any money. What <br />we need to do is cut the expenditures. <br />RECESS: <br />The City Council recessed at 7:08 p.m. and reconvened at 7:25 p.m., <br />all members present. <br />PnT.TCF <br />City Manager Stratton reported the Police Department budget reflects a <br />3% reduction over last year. One area of reduction was the Vehicle <br />Replacement. The department requested replacement of 9 of its vehicles <br />however, only 3 vehicles will be replaced. In previous years the <br />Crime Analysis Grant ran out and the City absorbed the program. It is <br />proposed that this program not be funded this year. This will cause a <br />lay-off of two full time and one part-time employees. There are no new <br />positions and all training not supported by POST has been deleted. <br />Police Chief Stratton stated the Police Department is willing to <br />accept the budget recommended by the City Manager with some exceptions. <br />Chief Stratton distributed a handout to the Council and reviewed the <br />various divisions within the department. Lt. Steve Cabral reviewed <br />the confiscated weapon display before the Council, stating the suspects <br />of today are better armed than the Police. Lt. Cabral said the <br />caliber of fire power confiscated can all penetrate whatever equipment <br />the Police Department has. <br />Chief Stratton said in the Patrol Division, there is a need for two <br />Sargeant One positions to be funded now and the other to be included <br />in the budget, but to be funded at a later date. In the Detective <br />Division, there is a need for an additional Investigator. It is recom- <br />mended that a Community Service Officer be hired which would free -up <br />w a uniformed officer at a savings of $24,000. The Police Services <br />Division is in need of one additional Dispatcher. The Crime Analysis <br />Division is being abolished.
