pared by this Division. The Patrol Division is budgeted for replace- <br />ment of 3 vehicles and purchase of three motorcycles. Chief Stratton <br />said he would like to add two additional vehicles for replacement. <br />The Canine Division has two Animal Control Officers sharing the same <br />vehicle between. The vehicle is old, there are times when both em- <br />ployees are on duty, and there is the factor of having the vehicle <br />out for repair from time to time. <br />GENERAL GOVERNMENT <br />City Manager Stratton stated in the City Council and City Manager <br />Budgets the Travel & Meetings budget has been reduced considerably with <br />everyone's agreement. There is an increase in the City Attorney Budget <br />for Best,Best & Krieger; however, the departments professional services <br />accounts have been reduced. The Community Promotion Budget is $35,000. <br />The Chamber of Commerce had requested $43,000. This budget includes <br />$15,000 for the Birthday Celebration. City Manager Stratton stated this <br />year the Employee Picnic is not funded. There are plans for a picnic, <br />however, it will be funded by contributions and will be a potluck. <br />Best, Best & Krieger has made a $500.00 contribution towards the picnic. <br />Mr. Richard Dawson, Executive Vice President, reported the Chamber <br />has deleted training, conferences and capital improvement. It is <br />looking at a posible pay cut. The budget is bare bones. <br />City Manager Stratton stated the budget deficit reported to the Council <br />is $451,000. A final meeting with the Council following the October 22, <br />Council Meeting will be necessary in order to finalize the budget and <br />then have budget adoption at the November 5, 1991 Council Meeting. <br />Councilmember Roman said in his opinion the budget needs to go back <br />to the departments and have the departments decide where they want to <br />cut. When the budget comes back to the Council it should be balanced; <br />if not, the Council may cut in areas not agreeable to the departments. <br />The departments and all employees need to hear the message loud and <br />clear that there is a deficit. We need to cut, not add. <br />City Manager Stratton responded the message has been given to the <br />departments and she will reiterrate it. <br />RESOLUTION <br />R-93-91, Booking Fees <br />Mayor Gonzales stated the Council has before them a resolution supporting <br />a Ballot Measure to repeal the County Booking Fees. <br />Moved by Councilmember Cisneros, seconded by Councilmember Lofy, to <br />adopt Resolution No. R-93-91.
