TEN HISTORICAL PROPERTIES WITHIN THE CITY OF <br />COLTON. <br />Appeals <br />Mayor Gonzales advised the Public Hearing on File Index No. DCV -7-91, <br />Adams Advertising, is being continued to the City Council Meeting of <br />November 19, 1991, as requested by the applicant. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Davis Park Improvements <br />City Manager Stratton reported on Elizabeth Davis Park, located within <br />Community Development Facilities District No. 88-1, and proposed plans <br />and improvements for the park. <br />Mrs. Stratton continued although District formation documents refer to <br />the construction of a soccer field, the Bond documents specify "land- <br />scaping, irrigation, or appurtenant work". When Bonds were sold to <br />finance a storm drain system, $150,000 was included for public park <br />improvements, and this money remains unspent and no actual improvements <br />have been constructed on the park as yet. <br />Mrs. Stratton advised of public hearings held by the Parks and Recrea <br />tion Commission on park improvements, at which time residents living <br />within the Development addressed expenditure of CFD #88-1 funds and the. <br />time frame for park improvements. The residents also protested the use <br />of money for any type of playing field and suggested tennis courts as <br />an alternative. The Commission established a sub -committee of area <br />residents and its Members to work towards a uniform recommendation for <br />park improvements, however, Commission Members advised they were unable <br />to agree on a plan for park improvements. Resident sub -committee mem- <br />bers agreed that landscaping and irrigation were appropriate but disa- <br />greed that land should be left open to facilitate a variety of uses, <br />including sports play. The Commission voted unanimously to recommend <br />the allocation of $105,000 for irrigation, landscaping, concrete benches <br />and a drinking fountain. <br />Mrs. Stratton referred to a letter from a resident in the Development <br />expressing his and other resident's opinions about the completion of <br />Davis Park. <br />Mrs. Stratton then reviewed a number of issues that have surfaced on <br />this issue. <br />Mrs. Stratton advised approximately $450,000 is currently available for <br />improvements at Davis Park. The proposal to grade, irrigate and land- <br />scape the undeveloped area, and to purchase three concrete benches and <br />a drinking fountain, will cost approximately $105,000. <br />5 <br />OCT 2 2 10 <br />
