Mrs. Stratton concluded Staff would recommend allocating $105,000 of <br />community Facilities District No. 88-1 monies for the design and con- <br />struction of Davis Park improvements, consisting of grading, landscap- <br />ing, irrigation, purchase of benches and a drinking fountain, and <br />direct Staff to proceed immediately with these improvements. Also <br />direct Staff to return within 30 days with a recommendation for addi- <br />tional improvements to this area such as trees, playground equipment <br />picnic tables, etc. <br />Mr. Sal Rios, Parks & Recreation Commissioner, stated the City Manager <br />had reported on the hearings. Input was received from residents in <br />the district and outside the district. The Carl Rimbaugh Girls, <br />Softball League has requested consideration that whatever is done <br />at the park, that it not change or impact the girls softball league. <br />Mr. Donald J. Sanders, 1445 North Teresa Avenue, Colton, stated the <br />Meadowood residents object to the recommendation. There was no <br />no objectivity in reviewing their request for tennis courts. The <br />residents are the ones paying the taxes and should have a definite <br />voice. The residents are opposed to a soccer or baseball field as <br />this will impact their homeowners insurance. <br />Mr. Sanders submitted a survey from the residents to the City <br />Council requesting consideration of the homeowners to place this <br />issue on an election ballot. Mr. Sanders also requested that the <br />City Manager look into the cost of a Mello -Roos petition election <br />and let them know the cost. <br />The City Council discussed whether it would be prudent to accept <br />staff's recommendation for improvements if the improvements are <br />to be dug up at a later date for tennis courts. Council recommended <br />no action be taken at this time and that the City Manager and City <br />Clerk meet with Mr. Sanders regarding the election process and costs. <br />Carnegie Library/Museum/C.D.B.G. Funds <br />City Manager Stratton stated she would report on Item Nos. 29 and 31 <br />at the same time as they both pertain to the Carnegie Library/Museum. <br />Mrs. Stratton advised all of the remaining work on the Museum can be <br />done with City forces, and materials can be purchased through the City's <br />Purchasing Agent, and all of the remaining works appears to be eligible <br />for C.D.B.G. funding as it is either code required, historical preser- <br />vation, or community beneficial use. <br />Mrs. Statton continued there is approximately $58,000 in the C.D.B.G. <br />Contingency/Reserve fund. Staff is recommending that $20,000 be trans- <br />ferred for the completion of the Museum, leaving approximately $38,000 <br />remaining in the fund. <br />6 <br />C T 2 2 1W91 <br />
