City Attorney Edwards reported employee Bouchez was suspended without <br />pay for thirty (30) days. The action was taken on June 21, 1991, by <br />Mr. Edwards, at which time he was the City Manager. Mr. Bouchez <br />appealed to the Civil Service Board, the Civil Service Board recommends <br />the suspension be sustained. Attorney Edwards affirms his action and <br />recommended the City Council affirm the action taken suspending Gary <br />Bouchez for thirty (30) days without pay and deny the appeal. <br />Moved by Councilmember Lofy, seconded by Councilmember Roman, to <br />approve the City Attorney's recommendation, to uphold the thirty day <br />suspension without pay of Gary Bounchez and deny the appeal. Unanimous <br />vote. <br />Councilmember Roman stated he hoped this sends a clear message to <br />all employees that alcohol consumption on the job will not be tolerated. <br />CLOSED SESSION <br />The City Council adjourned to Closed Session at 8:06 p.m., on Personnel <br />Matters pursuant to Government Code Section 54957, and Litigation, <br />pursuant to Government Code Section 54956.9(b)(1). The Council <br />reconvene at 9:19 p.m., all members present. <br />ADJOURNMENT: <br />Moved by Councilmember Lofy, seconded by Councilmember Cisneros and <br />unanimously passed, Mayor Gonzales adjourned the Meeting at 9:20 p. m. <br />HELEN A.
