requested that his request be carried over to the next meeting as Mr. <br />Valdivia had an emergency this evening. <br />PUBLIC WORKS DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Traffic Committee <br />Public Works Director Hutton reported the Petition received by the <br />City Council at its August 20, 1991 Meeting requesting a number of <br />traffic control devices along Colton Avenue, 9th Street and Mt. Vernon <br />Avenue was reviewed by the Traffic Committee. At the July 16, 1991, <br />Council Meeting staff presented recommendations for two of the six <br />locations presented in the Petition. The Council approved that <br />Colton Avenue and "C Street, warrants were met to install a 4 -way <br />stop. The stop signs were installed on July 22, 1991. The T -inter- <br />section of Colton Avenue and Fairview Drive study found that the <br />intersection warranted a traffic signal primarily due to vehicular <br />and pedestrian traffic during school hours only. Staff notes there <br />has not been any recorded accidents located at this intersection. <br />The Traffic Committee recommended that stop signs not be installed <br />at this location on the basis it would give a false sense of security <br />to pedestrains. There is a crossing guard at this location for school <br />children. <br />Director Hutton reported with regard to the other intersections, the <br />Traffic Committee recommended the intersections be analyzed for any <br />possible deficiencies with regards to signage, intersection lighting, <br />the collection of pedestrian and vehicle counts. Additionally, <br />accident history would be gathered to determined what specific needs <br />are warranted. This area -wide analysis is recommended in order to <br />comply with any State mandates as stipulated under the Congestion <br />Management Plan. The cost of the traffic study is estimated at <br />$20,000 and would be funded through traffic mitigation fees. The <br />study would take approximately 60 days. <br />Moved by Councilmember Roman, seconded by Councilmember Lofy to approve <br />staff's recommendations. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />CLOSED SESSION <br />City Manager Stratton advised the Closed Session would be held <br />following the Redevelopment Agency Meeting this evening. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Civil Service Board <br />City Attorney Edwards reported the Civil Service Board has made <br />Findings of Fact, Conclusions and Recommendations in the matter of the <br />appeal of Gary G. Bouchez which are certified to the City Council <br />and are attached to the staff report. <br />3 <br />
