FIRE <br />City Manager Stratton reported there are no additional personnel in <br />the Fire Budget. It does include a new paramedic unit and constant <br />manning. The paramedic unit was established through reclassification <br />and reorganization. The constant manning would go into effect when a <br />firefighter is off of work for more than four hours. This has been <br />received favorably by the employee representatives. <br />Fire Chief Hall reported on the Civil Defense program. Chief Hall <br />will be putting together a program that will be more effective than <br />what has been done in the past. Mayor Gonzales and Councilmember Lofy <br />stated they would like to see a program that would educate the people. <br />The program should also provide for an annual hands-on drill for all <br />key city employees and officials, in order to keep everyone abreast of <br />their role in the event of a disaster. <br />City Manager Stratton said a complete program and budget will be brought <br />back in February. <br />Chief Hall said he had a few items he would like to bring to the attention <br />of the Council. Chief Hall said in the not too distant fuure, something <br />will have to be done to relocate the administration staff at Station 1. <br />Chief Hall said the staff really is over crowded in the present quarters. <br />Chief Hall requested a new position of Assistant Chief, to oversee the <br />day to day coordinating with all the divisions. Chief Hall explained <br />the areas the Assistant Chief would be involved in. Chief Hall said <br />the other area of concern is the need for a personal computer and soft- <br />ware at a cost of $7,650. Chief Hall reported that he is not pleased <br />with the current exercise program for the firefighters. The running takes <br />the employees away from the station. Chief Hall said he has looked at <br />a piece of exercise equipment, a stairmaster, that will provide the <br />cardio -vascular exercise called for in the M.O.U., the cost would be <br />$10,100 to have one at each station. The last request is for $5,000 <br />to have the Public Works Department enclose an area to improve the <br />living space at Station 3. <br />City Manager Stratton said staff will be looking at the fund balances <br />and at preparing a list of possible alternatives for the Council to <br />consider in order to balance the budget. <br />Councilmember Roman asked if the Superintendent would be able to attend <br />future budget sessions and able to participate. City Manager Stratton <br />replied that she will instruct the Directors to invite them. <br />ADJOURNMENT: <br />There being no further business to come before the City Council at this <br />time on motion of Councilmember Roman, seconded by Councilmember <br />Rehrer and unanimously passed, Mayor Gonzales adjourned the meeting at <br />8:24 p.m., too meet for an Adjourned Council Meeting on Monday, <br />September 30, 1991 at 5:30 p.m. <br />HELEN A.
