Director Acevedo stated the training and travel accounts have been <br />cut quite a bit; therefore, he personally will be doing some of the <br />required training. <br />COMMUNITY DEVELOPMENT <br />City Manager Stratton said the CDBG and AQMD Budgets will not be reviewed. <br />Council has previously approved the CDBG Budget and the Rent Stablization <br />Budget is self-funded by fees. The AQMD Budget has been revised because <br />the City is not reaching its goals quickly enough by paying incentives. <br />City Manager Stratton stated the city is currently working on modified <br />work schedules, employees will be off alternative Fridays and Mondays, <br />but the City will not go dark. City Manager Stratton stated she did <br />not feel the alternative work schedule program will fly if it is <br />voluntary only; therefore staff is currently in the Meet and Confer <br />process and then the program will be implemented on a three-month trial <br />basis. <br />Community Development Director Aguilera stated staff is currently looking <br />at other incentive ideas, such as, reserved parking for those who <br />car pool. <br />Director Aguilera stated he would like to add monies into the <br />Uniform Account, there is currently $180.00 in the account, this will <br />buy one uniform for each of the three code enforcement people. He <br />is requesting sufficient money for two uniforms each. Director <br />Aguilera said the amount shown as property rental is contingent on the <br />Redevelopment Agency purchasing the building. If the Agency does not <br />purchase the building, the account will have to be increased. <br />Director Aguilera reported Mr. Jerome Washington, Collections Officer <br />has submitted a letter requesting a computer to be able to do his job <br />more efficiently. Director Aguilera stated Mr. Washington has brought <br />in revenue not previously collected of $46,000 from the Patriot Inn, <br />$10,000 from Refuse Haulers and has licensed several businesses, bringing <br />the total to approximately $600,000. A computer will cost $3,700 and <br />he will certainly bring sufficient additional revenue to offset this. <br />Director Aguilera requested, in the name of fair play, that his salary <br />be adjusted to be equal to the other Department Directors. Director <br />Aguilera outlined the various divisions and programs under his direction. <br />Director Aguilera stated the Community Development Department is the <br />only General Fund Department that pays for itself. Director Aguilera <br />said he realizes the budget is strained; however, he would like to <br />propose that if his Department brings in revenue over and above that <br />projected in the budget, that the Council would approve his request. <br />The Council requested that Director Aguilera submit his request in <br />writing for consideration. <br />Councilmember Lofy requested that staff look at what it would take for <br />the Planning Commission to attend one conference per year. Discussion <br />followed on the Planning Commission stipend. Staff was asked to look <br />at a once a month flat fee, regardless of the number of meetings held. <br />3 SEP 1 9 1,991 <br />
