ADJOURNED CITY COUNCIL MEETING <br />September 30, 1991 <br />In accordance with notice duly and legally given, an Adjourned Regular <br />Meeting of the City Council of the City of Colton was held on the above <br />given date, at 5:30 p.m., in the Council Chambers of City Hall, Mayor <br />Gonzales presiding. <br />ROLL CALL: <br />Councilmembers present were Roman, Cisneros, Rehrer, Lofy, and Mayor <br />Gonzales. Also present were City Manager Stratton, Finance Director <br />Acevedo and City Clerk Ramos. <br />BUDGET: <br />City Manager Stratton updated the Council on the General Fund. The <br />beginning fund balances are estimated at a $1.6 million deficit. The <br />estimated revenues are $15.2 million, the proposed budget for 1991- <br />92 is $17.7 million and $451,000 owed to the Parks Capital Projects. <br />This leaves a $2.9 million deficit. Staff is recommending a loan <br />from the Sewer Development fund of $2.5 million, leaving a deficit <br />of $471,000 to be funded for a balanced budget. <br />City Manager Stratton reported the Council has before them several <br />recommendations to consider for balancing the budget and perhaps <br />the Council can discuss making up the shortfall at the October 22nd <br />Council meeting. <br />Councilmember Cisneros asked for clarification on the status of the <br />Sewer Fund. City Manager Stratton responded the Sewer Operational <br />Fund has a deficit of $1.5 million; however, the Sewer Development <br />Fund has $4.8 million. It is proposed that the General Fund would <br />borrow $2.5 million and the Sewer Operational would borrow $1.5 <br />million. <br />Councilmember Roman inquired about the furlough option. City Manager <br />Stratton stated if general fund city employees are furloughed in <br />lieu of layoff, it would be for one day per month for nine months and <br />the savings would be $483,600. <br />PUBLIC WORKS <br />City Manager Stratton stated the Administration and Engineering portions <br />of the Public Works budget have no new staff, temporary salaries have <br />been eliminated and minimal overtime will be by comp time rather than <br />actual overtime pay. The professional services was cut from a <br />requested $190,000 to $90,000. <br />Public Works Director John Hutton stated that after several reviews <br />he is in agreement with this portion of the budget. <br />City Manager Stratton stated the Street Maintenance Operations is a <br />1 <br />SEP 3 0 199t <br />
