continuation budget. There is one piece of equipment that is being <br />replaced, the rest is bare bone minimum. <br />Director Hutton stated the City is receiving State and County taxes <br />for roadway maintenance. Some of this money is being used to do the <br />weed spraying by contract and that is reflected in the Professional <br />Services account. There will be no overlay program this year. <br />Street Superintendent Randy Rivera stated the department definitely <br />needs the skip loader and, inasmuch as no overlay will be done, a <br />crack sealing piece of equipment would help alleviate the lack of <br />an overlay program. <br />City Manager Stratton stated the skip loader is in the budget. There <br />is $12,000 budgeted which is the first year of a 5 year lease -purchase <br />agreement. <br />City Manager Stratton advised the Council might want to consider street <br />sweeping fees or elimination of street sweeping, as some of the other <br />cities have done. <br />City Manager Stratton reported Weed Abatement is now done by the County. <br />The Forestry Grant is for the purchase and planting of trees. The <br />budget was previously approved upon receipt of the grant. <br />City Manager Stratton stated the City Yards budget remains essentially <br />the same and is minimal. <br />City Manager Stratton advised the Building Maintenance Division <br />currently has one full time position too many. This division also has <br />two permanent part time vacancies. Staff is recommending that the part <br />time positions be traded for one full time position. City Manager <br />Stratton explained that this situation came about with the transfer of a <br />Cemetery employee to the Maintenance Division. The Cemetery has <br />continued to pay for the full time position; however, this is not <br />legally correct and the Cemetery needs its full time position back. <br />Discussion followed. City Manager Stratton stated the Maintenance <br />Division could either absorb Mr. Ramos, which would require the trade of <br />the two part time positions for one full time, or Mr. Ramos could go back <br />to the Cemetery. Should Mr. Ramos go back to the Cemetery, he would <br />have to be terminated as he is unable to do the heavy lifting required <br />there. Mr. Ramos is able to perform well in the Maintenance Division. <br />Director Hutton requested one additional full time position due to the <br />additional maintenance of the museum and the expansions at the Luque and <br />Hutton centers. <br />The City Council stated they would review this at a later time and would <br />like to move forward with the budget. <br />2 <br />SEP 3 0 1991 <br />
