(16) S12ecial Mun.i.gigalfl.ectign <br />Approval of Resolution Establishing Voting Precincts, Polling <br />Place and Appointing Precinct Board Members and Fixing <br />Compensation for the Special Municipal Election to be held <br />September 15, 1992, RESOLUTION NO. R-98-92. <br />Pglice..DepprIment MOO <br />Mr. George V. Fulp, 1597 Cindee loaned spoke on Item 5 by requesting that the MOU be read <br />publicly. City Manager Lewis responded that Item 5 is an amendment to the Police <br />Management MOU affecting the work policy, specifically placement of the Police <br />Management Unit on 4/10 or 3f12 work schedule. Parties and the Union were to reach an <br />agreement and return to City Council for final approval. <br />Community Facililiggi Districts <br />Mr. Don Sanders, 1445 N. Teresa, spoke on items 6 and 10 as a concerned citizen in regard <br />to the special tax in the facilities districts. As spokesman for all of the community facilities <br />districts, he felt the concerns were still present even though discussed at the last meeting. <br />A bond was floated in CFD 89-1, things are somewhat completed. The main contention is <br />that they would "like things fulfilled." Mr. Sanders declared things in his neighborhood (CFD <br />8$-1) almost completed. He opposed not having the goods delivered. He contended that <br />"Our taxes are greater than others." He pointed to an alarming situation in CFD 89-1 where <br />the district is 16 homes and they're paging the bonds. He asked if they ;are going to be <br />made to pay forever, There must be a timetable. He asked that the City Council or the City <br />Manager provide a written time -frame for CFDs loos. 57-1, 88-1 and 89-1. City Manager <br />Lewis stated he would be happy to address this concern in writing to clarify the issues <br />causing concern, Written documents describing community facilities districts contain <br />confusing language as to their purpose. <br />Mr, John Sigaty, 2105 E. Duren St., stated that he cannot say that 50% of the services <br />listed in CFD SW 1 have been provided. He questioned the proposed assessment, wondering <br />ghat it is intended for. He joined Mr. Sanders and tether community facilities districts. <br />Mayor Gonzales offered that the City is mare of problems in CFD 8M1, stated that the <br />developer has had many problems however, another developer is interested in taking over <br />and finishing the overlays and infrastructure. Staff is continuing to work with the developer. <br />City Manager Lewis recognized that the issues previously raised focus on ghat the City is <br />doing to bring these issues to a close. He stated that he and his staff are happy to meet <br />with the CFD residents. <br />3 <br />
