Mr. Sigaty asked if CFD residents can juin meetings regarding CFD 89-1 to prevent <br />downgrading. <br />Deputy City .Attorney Biggs inquired for purpose of clarification that the removal of 2% <br />assessment applied to all of the community facilities districts except for CFD leo. 90-1. <br />Mayor Gonzales agreed that was the intent of his motion and the minutes should so reflect. <br />Councilwoman Cisneros agreed. <br />Mr. Sanders claimed the podium to ask that residents be notified of future meetings. Deputy <br />City Attorney Biggs reminded that there is no change in authority by the action taken <br />tonight. Mr. Sanders reiterated that some CFC encumbrances are for thirty years and others <br />appear to go on forever. He asked the City Manager to check into this. Mr. Lewis described <br />the debt portion of the bonds. He invited residents to the workshop. <br />Mr. Eugene "Gene" McMeans, 2025 S. Glenwood Ave., reflected that the question on the <br />longevity of bonds is a good question as the life of bonds can go from SB years up to 40 <br />years. There are various programs and methods of repayment. There are those that will <br />have fixed terms or continuous terms. All have long terms. <br />Mr. Fulp returned to the podium to thank the Mayor and the City Council for their action on <br />the 2% assessment. He directed that the City investigate Mello -loos practices in other <br />cities, He indicated the cities of Moreno Valley and Grand Terrace do not have ,Mello -Boos. <br />He .suggested that the cities do not need Mello -Roos to exist, Grand Terrace operates on its <br />sales tax plus property tax. <br />Mayor Gonzales asked City Council to adopt the Consent Calendar in its entirety, continuing <br />Item 12, and by removing the 2% assessment from all of the CFU budgets, except for CFD <br />No. 90w1. Councilmernber Cisneros so moved and the motion was seconded by <br />Councilmember Lofy. Unanimous Grote. <br />RESOLUTION NO.
