ORDINANCE NO. 0-14- 2 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF (First Reading) COLTON AMENDING CERTAIN SECTIONS OF TITLE 18 OF THE COLTON MUNICIPAL CODE, RELATING TO ZONING. File Index Number DA - 4-92 Payor declared the Public nearing Open City Clerk Ramos submitted the Affidavit of Publication ,and reported that no protests or objections were received. Community Development Director Aguilera reported on an application by Rialto Unified School District, for a General Plan amendment and zone change from an R-1 zone to a PF zone to accommodate a public elementary school, can approximately 9 acres at the southeast corner of Randall and Meridian Avenues. The Planning Commission has reviewed the project and found it to be compatible with its surroundings and consistent with the intent and guidelines of the General Plan and Zoning Ordinance. The Planning Commission issued a finding that the proposal warrants a Negative Declaration. As the proposal will remove ten acres of residential property from the tax rolls, there will be an estimated loss of $14,000.00 in annual taxes. Staff recommended approval of Negative Declaration and the approval of Rialto Unified School District's request for General Plan Amendment and zone change. After providing opportunity for public comment, Motion by Councilmernber Cisneros, seconded by Councilrnember Rehrer, the public hearing is terminated. Unanimous vete. City Attorney Brown advised that City Council vote on each issue separately. Motion by Councilman Roman, seconded by Councilman I_ofy, to approve RESOLUTION NO. R-78-92 Approving the Negative Declaration. Unanimous vete. RESOLUTION NO. Motion by Councilman L.ofy, seconded by Councilman Rehrer, to Waive Pull Reading and Pass First Reading on Ordinance No. 0-20-92. Unanimous vote.
