Mr. Hutton reported that capital improvements and paving are being funded through <br />SANBAG and Measure I monies which are expected to be approved at the County's meeting <br />of August 5, 1992. Mr. Hutton stated there was street widening from Valley to Randall <br />(City limits) and Pepper Avenue is scheduled for widening from Valley to Randall. <br />Affirmative Aclion <br />Focusing on developing an effective Affirmative Action Program, Personnel Director Johnson <br />reported he met with the City Manager, today, to review a preliminary draft of the revised <br />policy. The 1990 Census data will be reviewed and keyed into the report which will be <br />finalized and presented at the next City Council Meeting. <br />Gana Intervention Prggram <br />Captain Bernie Lunsford reported that Detective Victor Paul has been appointed as School <br />Resource Officer working with the Colton Unified School District and Youth Coordinator to <br />establish liaison between the City and the Community. Captain Lunsford informed that on <br />June 15, Detective Paul had attended a meeting sponsored by San Bernardino County <br />Sheriff's Office on gang awareness update. He listed future meetings scheduled to review <br />the following subjects: Youth employment opportunities; gang task force and school <br />activities committee. On July 1, the School Resource Officer job description was established <br />and Detective Paul has initiated contact with the Colton Unified School District, <br />Housing Pr_Qg-ram <br />To assist the City Council's effort to provide improved housing opportunities to its citizens, <br />Economic Development Director Zamora reported that staff has analyzed the City's financial <br />obligation to the senior citizens' complex so that funding can be made available for <br />acquisition of property in the area of North Mill Street and East Rancho Street which is <br />suitable for a town -house development which will be offered to the first time homebuyer. <br />The City will benefit from the welcome residents who will bring pride of ownership and <br />establish roots in this community. <br />Paramedig Program <br />Fire Chief Hall proudly announced that a Paramedic Ambulance Transport Plan has been <br />established. The department has determined ambulance specifications, working with the <br />Finance Department, specifically, Ken Peterson, General Services Manager, to find <br />ambulances with enough equipment to meet the bid package. <br />Fire Chief Hall referred to legal and political issues still waiting to be resolved. San <br />Bernardino County Counsel's Office contends that the City of Colton is not in the paramedic <br />business and it is awaiting judicial determination of this question, The City's position is that <br />7 <br />
