Councilwoman Cisneros in authority and asked her to look into the matter and work on it as <br />well. <br />Maricopa Tract <br />Ms. Debra Pye, 1843 43 De Carmen fir., declared she is a resident in the Maricopa Tract <br />homes, and claimed that all utilities are in except for electricity. She stated there were large <br />holes on in the streets between Pepper and San Bernardino. She said her residence is <br />considered to be in Rialto and the Children are not allowed to go to Colton High School. <br />They're considered as outsiders. <br />Miscellan <br />Mr. David Toro, 1467 Teresa, said he had been attending City Council meetings for about <br />one year and complained about missing funds. When investigating the CFD's he reported <br />he received the run-around from department beads and employees. He referred to the recall <br />and the sample ballot and stated that these allegations are against one person and that all <br />of these accusations take more than one person. As to CFC 88-1, Mr. Toro described Mr. <br />Herron as Bind, courteous and on the ball. He thanked Mr. Herron for his effort. <br />Utility Rates <br />Mr. Charles Jackson, 2568 E. Topanga Way, inquired as to why this City is bringing utilities <br />rates up when the country is in a depression and the unemployment rate is at its highest. <br />Utilities are higher, somewhere between 15-19% - and are set to go higher. We should keep <br />prices down and keep from adding to the citizens' woes. <br />ADJOURNMENT: <br />Moved by Councilmember Cisneros, seconded by Councilmember Roman, to adjourn the <br />meeting. Unanimous vote. <br />Mayor Gonzales addressed statements as to rumors stating that rumors are bountiful in an <br />election year. He stated that Councilman Lofy has never asked to be appointed as Parks and <br />Recreation Director. Councilman Lofy has chosen not to run for re-election as he want to <br />retire and spend time with his family. <br />Mayor Gonzales remarked that in the past, former employees have gone to more lucrative <br />positions and said that the City is trying to accommodate a decent wage to attract and keep <br />qualified personnel. The City Manager is doing an admirable job. The City has been able to <br />maintain a balanced budget through accountability and frugality, There have been no <br />increases in utilities since 1981-82 and it has become necessary to do so but we are trying <br />to bold the line. He thanked Electric Director [brews for shopping around and allowing the <br />City to maintain its oven utilities which will afford the City the opportunity to survive the <br />0 <br />
