SPECIAL COUNCIL MEETING <br />DECEMBER 21, 1992 <br />A Special Meeting of the City Council of the City of Colton was <br />held on the above given date in the Council Chambers of City Hall, <br />located at 650 North. La Cadena Drive, Colton, California, at <br />7:40 p. m., Mayor Gonzales presiding. <br />Notice of Special Meeting was given on December l?, 1992, in <br />compliance with Government Code Section 54956. <br />ROLL CALL. <br />Cou.ncilmembers present were Bennett, Sandoval, Rios, Cisneros, <br />Cock, Beltran and. Mayor Gonzales. Also present were Deputy City <br />Attorney Biggs, City Manager Lewis and Deputy City Clerk. Delgado. <br />Interim Uraencv ..ordinance <br />City Manager Lewis announced that tonight's presentation would he <br />in two parts - a factual report by Community Development Director <br />Zamora and a legal. report by Deputy City Attorney Biggs. <br />Community Development Director Zamora informed that the business <br />known as Inland. Empire Composting, a composting operation had, <br />recently received a conditional use permit which allowed for the <br />proposed use of 40.6 acres for composting operation to include the <br />use of temporary trailers on the site for laboratory and office <br />facilities. <br />After further study staff determined, that existing and proposed <br />composting facilities were permitted as light manufacturing <br />processing facilities under Light Industrial (M-1) under the Zoning <br />Ordinance or as agricultural processing facilities in the open <br />space/agricultural zone under the Aqua Mansa Specific Plan areas. <br />It was found that such determinations dere too general and could be <br />more clearly defined as recycling operations, under Zoning <br />Ordinance No. 1.8.50. 01.0. Thus, a light recycling process facility, <br />less than 45,000 square feet would he permitted in all industrial <br />zones with a conditional use permit and a heavy recycling <br />processing facility, greater than 45,000 square feet, would only be <br />permitted in heavy industrial zones with a conditional use permit. <br />Finding the need for clarification, staff recommended a moratorium <br />for staff to further review the composting and related uses, their <br />environmental impacts and their classification within the City <br />codes. In the alternative, if there is no moratorium, staff <br />recommended that the City Council approve the classification of <br />those facilities as recycling operations. This classification <br />would serve as the City's measure to ensure quality composting <br />operations within the City and it would provide the two current <br />
