Further, staff recommended that the appeal of trailers <br />for Inland Empire Composting by Counci.lmembers be continued from <br />the January 5, 1993 meeting to allow staff to consider the need for <br />appeal. <br />City Attorney Biggs reported that staff is uncertain of the <br />conditional use permit requirements. The immediate reason for this <br />proposed morator i.ur: is that one composting facility is already <br />operating in the City without a conditional use permit and another <br />composting facility ha.s been proposed within the City. Upon advice <br />of staff, the landowners in each case have been informed that no <br />conditional use permit for such a facility is required. The <br />existing facility is in an A (agricultural) zone and the proposed <br />facility is in an M_l (Light industrial) zone. <br />Staff determined upon receipt of the applications in question that <br />no such permit is required in the City of Colton. As a result, the <br />applicant in the agricultural zone processed a simple site design <br />and the current applicant has processed a conditional use permit <br />only for construction of certain temporary administrative buildings <br />to be used in conjunction with the composting facility.
