Mr. Paul said he did not agree with the opinion of Best, Best & <br />Krieger. He believed there were a lot of incorrect assumptions. <br />He reviewed the Zoning ordinance and found it would allow the <br />issuance of the conditional use permit. <br />When he applied, Mr. Paul was informed that it fell under <br />agricultural production. After talking with the experts, he found <br />that it is an agricultural type use. He argued that his <br />application was in the process for 40 days and it is now being <br />pulled. He pointed out that his operation was unfairly compared to <br />the Blue Ribbon operation. He was told that there were many <br />complaints from private citizens about Blue Ribbon. He offered <br />that his business was a bio -mass,, a greenwaste composed of natural <br />things. He stated that his business was an integrated waste <br />management, a safer part of the element of a digestion process. <br />He informed of the many visits to City Hall in order to keep <br />informed and to participate in any discussion on this .issue. He <br />had made repeated attempts to talk with the City Manager. He said <br />that messages have been left with City Councilrembers. He went on <br />to say that on December 15 he had been ready to speak at the City <br />Council Meeting and this particular agenda item was pulled for the <br />next regular meeting. He had a funny feeling about the whole thing <br />so he checked found out about this special meeting. <br />When he inquired as to what property was being affected by the <br />moratorium, he Found that it affected his leasehold property. He <br />guessed that with plans to expand the sewer facility his pro ert <br />Would be desired. He charged that this ordinance prohibits <br />competition and that the only business to benefit is Blue Ribbon. <br />He requested that no moratorium be imposed. He suggested that if <br />there are concerns that no new applications be accepted but that at <br />least his application be allowed to be processed. <br />Mr. Fred Cordova, 190 West B Street, confirmed that the Planning <br />Commission had approved Mr. Sullivan's application.
