City Manager <br />Young responded the positions will be filled through regular procedures. <br />The positions will be publicized and an oral board will interview. <br />Councilmember Rias inquired about the .setter from the CPDA. <br />officer Stan Welch, President Colton Police Officers Association, <br />addressed the Council saying the association is not in agreement with <br />the Sergeant position and would like to know why the position was <br />created as a Sergeant. The association is also opposed to the language <br />sof "hispanic bilingual", it is felt that any officer who is bilingual <br />should also be considered. Officer Welch said the association is not <br />aware of any City in the state where a sworn tiff icer does not answer to <br />the Chief of Police and is on the police roster. <br />City manager Young replied. that it did not have to be a sargeants <br />position; however, he had selected the rank of sergeant as he was of the <br />opinion this offered a better choice of applicant from which to select. <br />Felice Chief Stratton stated he supports the program; however, there are <br />some details to be worked out; such as, clearing it with PERS and.POST <br />standards. He said at this time, he did not know if a police officer <br />reporting directly to the City Manager would continue to have police <br />powers, as some of the powers are as a result of coming under the <br />direction of the Police Chief. <br />Further discussion was had with regard to filling current vacant <br />position, the delay due to the awaited Affirmative action report, <br />sargeant vs corporal rank and assignment of the position to City Manager <br />vs Police Chief. <br />Moved by Councilmember Bennett, seconded by Counc.ismember Cook, to <br />tentatively approve the Community Liaison Program with the stipulation <br />that it be a six month pilot program and that the position remain in the <br />Police Department but designated to the City Manager. Motion carried. <br />Councilmember Rios voting NO. <br />Chaplain Bob Johnson, addressed the Council saying that he had some <br />thoughts and questions regarding the Community Liaison Program based on <br />what he has read in the. newspaper. Reverend Johnson praised the Police <br />Department and asked , with limz.ted public funds, is this proposal. the <br />best solution and why is it a Cadillac solution? <br />Moved by Councilmember Sandoval., seconded by Councilmember Bennett, to <br />tentatively approve the Community Promotion Budget. Motion carried. <br />Councilmember Rios voting NO. <br />Information Services <br />City Manager Young introduced the information services budget saying the <br />contract for outside services has been cut in half and a full time <br />Information System Manager has been employed to operate the City's <br />2 <br />
