Director Cordon responded that the increases are due to <br />step increases or series class upgrades. <br />Moved by Councilmember Cook, seconded by Councilmember Sandoval, to <br />tentatively approve the Personnel Budget. Motion passed. Unanimous vote. <br />Finance; <br />Finance Director Acevedo gage a. brief history of the. Fiscal Year 1975-76 <br />Budget that totaled $9,000,000. The proposed 1993-94 Fiscal Year budget <br />for the City is $68 million and. $15,000 million for the Redevelopment <br />Agency. Director Acevedo briefly reviewed each of the functions within. <br />the Finance Department including acting as the liaison staff to the <br />newly created Community Facilities Districts Commission. <br />Councilmember Beltran inquired about the once a month billing and its <br />effect on delinquencies. Finance Director Acevedo said he would prepare <br />a report after four months of operation. <br />Councilmember Rios inquired as to who is performing the duties of <br />.Financial Services Manager, formerly held by City Manager Young. <br />Director Acevedo responded that Mr. Roger Cloud has been hired as a <br />provisional. employee to fill that position. <br />Councilmember Sandoval inquired about the Account Tech l shown in <br />Account Activity 1302 for last fiscal year and the fact that it is now <br />shown as an Account. Tech II. Director Acevdo responded that this was a <br />class series upgrade. Councilmember Sandoval stated he resented the <br />fact that the City is so willing to reclassify employees. Personnel <br />Director Johnson stated that class series upgrades are authorized by <br />Administrative Policy of the City Council. The City Council can choose <br />to change or eliminate the policy; however, this would be a deet. and <br />Confer ratter. Councilmember Sandoval continued to express his opinion <br />that there should not be any reclassifications. The City should hold <br />the line in all fairness to everyone. <br />.Moved by Councilmember Sandoval, seconded by Councilmember Bennett to <br />tentatively approve the Finance Department. Budget.
