Department is a revenue producer. Director Zamora responded yes, the <br />department derives revenue through building permits and development <br />fees. Councilmember Beltran said, in his opinion and as seen by <br />Councilmember Cook, the office quarters could use remodeling and <br />upgrading. <br />Discussion followed with, regard to replacement of carpeting and drapery <br />and the possibility of this being accomplished through Redevelopment <br />Agency funding. Discussion continued on the need for an additional code <br />enforcement officer. Councilmember Sandoval asked. Director Zamora how <br />manly employees he had in code enforcement. Director Zamora replied 3. <br />Councilmember Sandoval stated he would like to see an additional code <br />enforcement employee on a provisional basis for a six month period. <br />City Manager Young stated he would prefer to go with the present <br />staffing for six months and review it at that time. <br />Councilmember Cook, stated that she wished to commend David for an <br />excellent budget. Councilmember Cisneros asked when the new community <br />improvement program will be implemented. Director Zamora stated the <br />material is going out on August 12. At the present time, the material <br />is being translated into Spanish. <br />Moved by Councilmember Sandoval., seconded by Councilmember Cisneros, to <br />tentatively approve the. Community Development Budget with the addition <br />of one cede efforcement officer for a, six month provisional period. <br />Motion passed. Unanimous vote. <br />Police Department <br />Police Chief Stratton presented a brief history of the early days of the <br />Police Department, saying in 1926 the Chief of Police, received $75.00 <br />a month and a. horse. Chief Stratton introduced the lieutenants for each <br />of the Divisions who presented the functions and services provided by <br />each. Lt. Steve Cabral in. charge of Patrol, Animal Control and Canine. <br />said under the patrol division come the iP Officers, Crossing Guards, <br />Community Service Officer, Motorcycle Patrol., Bicycle Patrol and the <br />regular Police Patrol Officers. <br />Councilmember Bennett 'Inquired about expanding the bicycle patrol <br />program. Lt. Cabral said the bicycle patrol is a pilot program and due <br />to vacancies, they do not have sufficient personnel to expand it. <br />Perhaps, once the positions are filled this can be looked at. <br />Councilmember Cisneros asked when a complaint is received that there is <br />a lot of criminal, activity in a particular area, is an officer assigned <br />solely to that area.. Lt. Cabral responded, that sometimes, that might be <br />the case; however, there could be a concentrated effort made to squelch <br />the activity and the assignments could last until the problem is <br />resolved. Councilmember Cisneros. asked if the Police Budget reflected <br />the CFDs areas paying for police patrol. Chief Stratton, said the war <br />several of the CFDs were structured, in combination, they pay for three <br />officers; however, it takes 4.5 officers to man a 24 hour shift beat. <br />-2_ <br />
