Councilmember Cisneros stated the people in. the CFD districts feel they <br />are not getting enough police service for the money they pay. Chief <br />Stratton said the patrol for the CFD beau area is instructed, to spend. <br />the majority of their time in the CFD area; however, there will be times <br />when the unit is called upon as backup in another area. Further <br />discussion followed with regard to improving service to the area as the <br />patrol vacancies are filled. Discussion was also held on the suggested <br />Mobile Unit, the equipment and scales for truck weighing to reduce <br />damage to streets from overweight trucks and the revenue that could be <br />generated as a result of overweight truck citations <br />Lt. Pa.tr.ick. Crowe In charge of the Detectives Division, reported on the <br />number of eleven employees, the number of arrests and crimes processed. <br />Lt. Randy Hesterburg in charge of Services reported on the number of <br />employees, number of 911 calls and dispatches and that the Crime <br />Prevention section is under this division. He identified the DARE and <br />the Citizens Patrol. Programs, saying that a Ford. Taurus car had been <br />painted and equiped courtesy of Redlands Federal Bank- the Citizens <br />Patrol will have its first training in two weeks; the reduction in the <br />volunteers due to some not wanting to testify in court or to make a <br />citizens arrest. Discussion followed on the methods to be used by the <br />volunteer citizens to accomplish their tasks, enforcement of curfew and <br />getting other volunteers to do other types of police duties, such as <br />clerical or disaster assistance; two additional beats, dividing the <br />Washington/ t. Vernon beat into two and adding one in the Agua Mansa <br />area* the School Resource Officer, the last details are being worked out <br />with the School District and that the School District will contribute <br />$10,000 towards this position. <br />Moved by Councilmember Cisneros, seconded by Councilmember Cook, to <br />tentatively approve the Police Department Budget. Motion passed. <br />Unanimous vote. <br />Fire Department <br />Fire Chief David Hall presented the Fire Budget, saying that the <br />department will undergo an internal reorganization within this fiscal <br />year through the retirement of two Fire Division Chiefs and the <br />implementation of three 24-hour Battalion Chiefs. The elimination of <br />three entry level firefighters will occur through the retirement of <br />personal in Tune and as the reorganization takes place, through <br />promotions and backfill. <br />Discussion followed on the establishment of the emergency medical <br />service through the paramedics and the closing of the loop by the <br />implementation of the City's ambulance service. <br />Councilmember Rios asked what the rational was behind the change of Fire <br />Prevention Officer to Fire Marshall. Chief Hall explained the employee <br />serving in the Fire Prevention slot requested reclassification. The <br />reclassification was reviewed by personnel and. the ,independent.
