is his opinion that all members must be present to act and accept the <br />responsibility of the budget. <br />Public Works <br />Public Works Director John Hutton gage a brief history on the creation <br />of the public works department 80 years ago. He touched, upon the <br />operations of the Engineering, Water, Sewer Plant and the Parks <br />Maintenance. <br />Councilmember Rios, stated that when the matter of reorganization was <br />submitted on a Council Agenda earlier this year, the City Manager had <br />been instructed not to proceed with any reorganization and he had <br />specifically requested a study session. Councilmember Rios said this is <br />now the budget session, and now is not the time to have a study session. <br />City Manager 'young stated the reorganization is his recommendation that <br />is reflected in this budget. The recommendation is based on a central <br />location for water and engineering since these two work hand in hand and <br />to enhance the one stop customer service. <br />Mayor Gonzales said the Council needs to keep in mind that we are <br />dealing with. the City Manager's budget. Mayor Gonzales supported the <br />reorganization; the combining of the departments under one umbrella. <br />This will eliminate one director position for a salary savings. <br />Councilmember Rios said the point he is trying to make is that he had <br />requested a study session, the Council agreed., it is a matter of record <br />and tonight we are preceeding without a study session. <br />Discussion followed on the requirement for the Public Works Director to <br />have an Engineer License, whether Mr. Hutton possessed such a license <br />whether it was an absolute necessity; and the practice of surrounding <br />cities and past practice in the City of Colton with regard to requiring <br />the Public Works Director to possess an Engineer License. <br />Motion by Councilmember Sandoval, seconded by Councilmember Bennett, to <br />instruct Personnel Director Johnson to prepare a text amendment to the <br />Public Works Director position to delete the requirement for an Engineer <br />License. Motion carried. Councilmembers Rios and Beltran voting NO. <br />Further discussion followed with regard to monies available to <br />repave/repair city streets. Director Hutton stated that there are <br />thirteen capital improvement projects scheduled totaling $15 million <br />dollars. Councilmember Bennett stated repaving streets should be made <br />a priority. Director Hutton said the capital improvements include some <br />street paging; however, there are limited funds for this under Gas Tax <br />and Measure I montes. It is his understanding that SANBAG is going to <br />bank at issuing a second series of bonds. The City is looking at <br />borrowing some of that money and paying it back with Measure I funds. <br />Councilmember Beltran inquired as to the status of the gleed Abatement <br />Program. He understood it is now being contracted by the County and. the <br />Fire Chief is not entirely happy with this process. City Manager Young <br />N <br />
