and Fire Chief Hall responded that they are looking at bringing it back <br />in-house utilizing the Pare and Streets Divisions and will review it at <br />I -year. <br />Moved by Councilmember Sandoval, seconded by Councilmember Bennett to, <br />tentatively approve the Public Works Department Budget including the <br />reorganization. motion. carried. Councilmembers Rios and Beltran voting <br />NO. <br />Councilmember Beltran stated that if we are going to talk about being <br />frugal then we must be consistent. It cost the City $116,107 to get, rid <br />of former City Manager Lewis. mayor Gonzales responded that Mr. Lewis <br />had resigned. <br />Councilmember Sandoval said that at a previous council meeting, he had <br />voiced concern over reclassification of individuals; however, he did not <br />Feel this was the appropriate time to act on this matter. He stated in <br />his opinion reclassification is an unfair practice, because there are <br />manly other employees that equally deserve to be reclassified. The City <br />should have a mechanism to permit the Council to examine each request on <br />an individual basis. City Manager Young said there is already in <br />existence a reclassification policy and, that he will stress to the <br />department directors that employees are not to be worked out of <br />classification. <br />Moved by Mayor Gonzales, seconded by Councilmember Sandoval to, approve <br />Resolution No. R-74-93. Motion did not carry. Councilmembers Bennett, <br />Rios, Cisneros, and Beltran, voting No. <br />Councilmember Cisneros said in the past, the Council has always rece.ive.d <br />revised budget information prior to adoption of the .budget. Manager <br />Young asked if the Budget Resolution with the .revised figures had been <br />3rovided to the City Council. Director Acevedo replied no, only the <br />original was provided to the City Clerk's Office.. <br />RECESS <br />The Council recessed from 5:02 p.m. to 5:15 p.m. to allow for the <br />reproduction. of Resolution No. R-74-93 for the Councilmembers. <br />Councilmember Beltran stated he was unhappy with the budget since there <br />are 33 positions averaging over $80,000; six positions over $102;000* <br />and 2 positions over $135,€00. He stated he could not accept this type <br />of a budget, that there were too many items he questioned and that he <br />would recommends reviewing the entire budget line item by line item,, <br />spending as much time as is necessary to complete the process <br />thoroughly. Councilmember Bennett said the reason she voted against the <br />budget is that she wanted to see a finalized budget, what are the <br />changes. <br />City Manager Young said the only change has been that of the proposed <br />Sergeant position to Corporal.
