1993 she suggested that the district representation could be <br />determined at that point. She stated that commissioners were <br />volunteers, not elected, who take time from work and take their <br />jobs seriously. By vacating the positions, City Council would <br />send the message that they weren't good enough. <br />Mayor Gonzales proposed the inclusion of 'brothers, brothers-in- <br />law, sisters, sisters-in-law," to Section .30.060. <br />Councilmember Sandoval submitted. that Item 2 be simplified by the <br />term "no relative person related by blood or marriage of any city <br />counci lmember may be allowed to serve on any commission or <br />committee." Deputy City Attorney Biggs advised that if it is not <br />specific it may mean anyone in the city. She apologized for not <br />including brothers, brothers-in-law, sisters, sisters-in-law, <br />which was an oversight. <br />Deputy City Attorney Biggs clarified the fact that the commission <br />positions would not be vacated tonight but rather 30 days from <br />the adoption of the ordinance. <br />Motion by Councilmember Beltran, seconded by Councilmember <br />Cisneros, to accept staff recommendation. As directed by Mayor <br />Gonzales, Deputy City Attorney Biggs read the motion to waive <br />full reading and pass second reading of ORDINANCE NO. 0-03-93 AND <br />0-04-93, whish included the addition sof "brothers, brothers --in- <br />law, sisters, sisters-in-law" after the word "step-parent" in <br />section 2.30.060 of Ordinance No. 0-03-93. Councilmember Beltran <br />called for roll call vote. <br />Councilmember Sandoval roved to amend the original motion as to <br />Ordinance No. 0-03-93, Page 2, Section 2.30.040, to read: "With <br />exception of the Planning Commission, upon adaption of this <br />ordinance, all positions... shall be deemed vacant. 1' <br />Councilmember Bennett seconded said motion. Deputy City Attorney <br />Biggs advised that a vote should first be taken on the amendment. <br />Motion did not pass with the following "no" votes by <br />Councilmember Rios, Councilmember Cisneros, Councilmember Cook <br />and Councilmember Beltran. <br />The above motion as to Ordinance No. 0-03-93, with added <br />definition of relatives, and Ordinance No. 0-04-93, made by <br />Councilmember Beltran, and seconded by Councilmember Cisneros <br />carried with "nog' votes by Councilmember Sandoval, Councilmember <br />Bennett and Mayor Gonzales. <br />ORDINANCE NO. 0-03-93 - AN ORDINANCE ENACTED BY THECITY <br />v.X ,i Y' COUNCIL(Second Reading) OF THE CITY OF COL'TON ESTABLISHING A <br />SYSTEM OF APPOINTING MEMBERS OF CITY <br />,COMMISSIONS A�ii���sgCOMMITTEES BY <br />COUNCILMANIC DISTRICT • <br />2 <br />y�`a <br />:3� <br />>Z <br />is <br />< <br />
