ORDINANCE NO. 0-04-93 - AN ORDINANCE OF THE CITE' COUNCIL OF THE <br />(Second Reading) CITY OF COLTON AMENDING SECTIONS <br />15.48.70, 15.48.100 0 15.48.110t <br />15.48.120 AND 15.48.130(b) OF THE COLTON <br />MUNICIPAL CODE RELATING TO COMPOSITIONg <br />MEETINGS AND ORGANIZATION OF THE RENT <br />REVIEW COMMISSION. <br />STUDY SESSION ON COLTON WASTEWATER PROGRAM: <br />City Manager Lewis stated that the purpose for this study session <br />was to provide a, thorough and clear understanding of the current <br />situation regarding wastewater rates and current improvements <br />pending. He introduced. Utilities Director Gary Decker to <br />facilitate the presentation of the Wastewater Program. Mr. <br />Decker began with review of the City's wastewater program, <br />bringing the Council up-to-date on the City's progress to this <br />point, saying the sewerage system and treatment plan is 40 years <br />old, and many new requirements have been enacted since the <br />original construction. The new laws affect industrial <br />pretreatment, air quality, toxic discharge, tertiary treatment <br />and general water protection. Director Decker introduced the <br />following individuals working with and assisting the City to <br />bring it into conformance with Federal and State standards. <br />Mr. Bernie Cavender, Santa <br />addressed the coordination <br />Study and the forthcoming <br />Study. <br />Ana Watershed Project Authority, <br />of the Use Attainability Analysis <br />Colton/Riverside Groundwater Basan <br />Mr. Mark Wildermuth, Consultant Engineer for the Groundwater <br />Conjunctive Use Study of Colton/Riverside Sub -basins of Santa Ana <br />River. This study will help support the pipeline which will <br />carry reclaimed water to Grange County for sale. The sale of the <br />reclaimed water will offset the costs to purchase the RIX <br />project. <br />Mr. Gordan Magneson, SAWPA, Engineering Consultant for Management <br />of the RIX demonstration project and full scale project, <br />addressed the benefits of the pilot and the proposed. projects. <br />Mr. Jerry Thiebault, California Regional Water Quality Board, <br />stated the City must have a National Federal Government Permit <br />and as such, must comply with stricter .requirements. He <br />addressed the requirements for discharge .into the Santa Ana River <br />and the need to control discharge of toxic and high strength <br />wastes from commercial/industrial/residential sources to <br />stormwater under the NPDES Stormwater Permit Program. The joint <br />tertiary treatment pilot program approved for the Cities of <br />Colton and San Bernardino, proved to be a successful alternative <br />to the traditional method of treating wastewater.
