ADJOURNED CITY COUNCIL MEETING JULY 27,, 1993 In accordance with notice duly and legally given, an Adjourned Regular Meeting of the. City Council of the City of Colton was held on the above given date at 4:00 p.m.., in the. Council Chambers of City Hall, Mayor Gonzales presiding. ROLL CALL: Cou.n.cilmembers present were Bennett, Sandoval, Rios, Cisneros, Cook, Beltran and Mayor Gonzales. Also present were City Manager Young, and City Clerk Ramos. BUDGET SESSION: City Manager Young delivered the Budget Message for Fiscal Year 1993-94.. saying it is an austere budget. It includes no layoffs, it incorporates the State's takeway of property tax revenue and it goes far toward maximizing the levels of services to which the citizens of Colton are accustomed while optimizing the use of scarce revenues. The proposed General Fund budget is balanced and provides for a Reserve for Economic Uncertainties of $500,000. The proposed budget is balanced in its revenues and expenditures plan. .At a later time, he expects to bring to the City Council a proposed -yeas Capital Improvements Plan which will include short-, intermediate-, and lung -term project plans for the City's infrastructure needs. City Manager Young turned the meeting over to Finance Director .Acevedo to report on the Schedule of Available Resources to Uses, Proposed 'Transfers In and Out, Revenue Summaries .for the General Fund, Special Revenue Funds, Debt Service Funds, Capital Project Funds, Enterprise Funds and Fiduciary Funds. Director Acevedo briefly reviewed each of the funds. Councilmember Beltran asked what will. happen if the revenues don't come through. City Manager Young replied that all revenues and expenditures will be reviewed at Mid -year. Councilmember Beltran stated he was aware that the city has been served with a preliminary injunction, preventing the City from going into the ambulance service and yet, the budget reflects projected revenue :from the ambulance service. Where is the adjustment going to be made. City Manager Young replied that the amount reflected in the budget is a conservative revenue amount. He has discussed the case proceedings with the City's Attorney, Mr. Ted Stream and he is of the opinion that the injunction will be overturned. The City has requested a change of venue to the County of Riverside. The City of San Bernardino has joined the City in this lawsuit. The hearing under the new venue will �S i w Sw V3
