Hoc <br />committee. Councilembers Bennett, Cisneros and Cook volunteered. <br />City...M.anacrer: <br />City Manager `young recapped the commentary under the city <br />Manager's budget saying it provides overall direction and <br />coordination of city operations and community redevelopment <br />programs to ensure that the City Council's adopted service <br />objectives are net or exceeded and that costs do not +exceed <br />budget restrictions. Further, it oversees an aggressive program <br />of resource development that results in measurable increases in <br />the productivity of City operations each year, procurement of <br />available grant funds to achieve special projects, and new <br />commercial and industrial development that expands the econmi.c <br />base. <br />Councilmember Beltran asked for an explanation of the sentence <br />with regards to grants, commercial. and industrial development. <br />City Manager Young responded that in this new fiscal year, .it is <br />going to be very important to seek new grants, develop vacant <br />property and bring In businesses into already developed vacant <br />buildings and that he and his staff along with the Redevelopment <br />Agency would be the canes responsible for doing this. <br />Moved by Councilmember Sandoval, seconded by Mayor Gonzales, to <br />tentatively approve the City Manager's Budget. Motion carried. <br />Councilmember. Beltran voted NO. <br />City Attorney <br />City Manager Young said he would request that the City Attorney= <br />Budget be delayed until the City Council has selected a City <br />Attorney. <br />City Treasurer: <br />City Treasurer Williams provided a brief history of the City <br />Treasurer's Office. Mr. Williams reviewed his investment <br />portfollia saying there is a new focus on debt. The ' 80s were <br />based on highest yield and the 190s are one of debt management. <br />Treasurer Williams said he has been able to free up some of his <br />time spent on mundane duties and has trained his deputy, Mrs. <br />E <br />
