Councilmember Cisneros asked if it included salaries. Director Hutton <br />said it included all activities. Councilmembers inquired as to the <br />number of households served. Director Hutton responded there are 5,300 <br />households now served. Councilmember Cisneros figured that $5,300 per <br />month or $65, 000 per year has been collected which heaps but it dues not <br />pay for all the salaries or the entire program. It is the General Fund <br />that is paying for the program, not the dollar tipping fee. <br />Director Hutton reported there is a budget, approved by the City <br />Council, for the recycling program for a period of five years. He <br />distributed copses to Council and reviewed the fund, revenues and <br />expenditures. This budget was approved by the Council in August 1991 <br />and approved by the. State of California Integrated. Waste. Management <br />Beard for the years 1991-1995. <br />Councilmember Beltran inquired about the recycling truck that had been <br />budgeted in the 1990-91.. He asked if it was true that in fiscal year <br />there were insufficient funds in the enterprise and that is why the <br />purchase did not occur. Director Hutton replied that to the best of his <br />knowledge, from the information provided by the Finance Department, <br />there were sufficient funds. Discussion was had as to the equipment :in <br />current use, the grant received in 1989 and the bin carrier purchased <br />with the grant. <br />Director Hutton explained the Host City Tipping Fees as a fee which is <br />collected by the San Bernardino County Solid Waste.Management Department <br />at the Colton Landfill - and all landfills that are operated. by the <br />County of San Bernardino. The one dollar fee is .intended to mitigate <br />any direct impact of that landfill located in the community, when it is <br />opened and when it subsequently is chased. Under the Host City Fee <br />Memorandum of Understanding between the City and the County, there are <br />five areas the money could be applied. mown as the news test, the <br />elements are: The South La Cadena Beautification Project; Recycling <br />Related .Activities; abandoned 'vehicles; Roadway Cleanup of Trash, and <br />Tires and Household Hazardous Waste. <br />On January 29, 1992, Director Hutton addressed a memorandum to the <br />former City Manager in which he advised about the recycling elements <br />that could be undertaken by the City through the use of the host city <br />tipping fees and wherein he requested the acquisition of recycling <br />equipment, in particular a recycling truck.. <br />Councilmember Beltran asked about the destination of recyclables <br />collected. Director Hutton replied the City receives two types of funds <br />for recyclables through a processor: a California Redemption Value, <br />based on market value, and the purchase price from the processor. <br />Councilmember Rios asked why a full report had not been provided to the <br />Council..
